This position analyzes information systems and applications; reviews current business processes and requirements; supports application systems and associated ancillary systems; leads the process for project, product, and application lifecycles across the enterprise as directed. This role will provide support to end-users of applications, monitoring system elements including performance and trouble resolution; Develops Service Catalogs, Workflows, Catalog Scripts, Service Portal, and support of various cloud based enterprise applications; responsible for change management, deployment management, application review, and documentation; tests and implements software updates, revisions, system patches and regular system maintenance; serves as technical resource in the adaption of applications to meet the needs of the end users; modifies and administers existing enterprise applications and coordinates with vendors, schools, departments, and staff training, Assists in the development of application requirements, user and application testing and acceptance procedures, end user training, and communications.
ESSENTIAL JOB FUNCTIONS
1. Plans, coordinates, and implements application enhancements, maintenance, and upgrades to mission critical Tacoma Public Schools (TPS) systems and applications along with all related sub- systems; coordinates and collaborates with other technical staff regarding the requirements/specifications related to application software and hardware requirements.
2. Analyzes and optimizes application performance and resource usage and make recommendations or implements other mechanisms that will improve performance, scalability, reliability, security, and availability.
3. Consults with clients for needs assessments, processes improvements, recommended solutions and implements applications; studies and documents existing systems and analyzes the feasibility of alternative approaches; produces detailed documentation of findings.
4. Interacts with clients, vendors, and user groups; facilitates and attends client meetings; answers client and operational questions regarding application systems best practice; provides technical assistance and assists other staff members; assists in the training and support of customers, learners, and other staff members using a variety of methods, including multi-media delivery, to enhance data and technical literacy.
5. When required, applies related systems vendor software updates using vendor specifications; or coordinates with related vendor systems for applying software updates and/or upgrades; works with vendor and staff as assigned to understand the new functions of the applications.
6. Supports multiple database driven applications in multiple environments on premise and in the cloud, that run agency enterprise applications internally and externally.
7. Reviews, evaluates, and recommends application configuration requirements and best practice necessary for optimum system performance of the District’s initiatives and mission critical system(s) and related sub-systems; assists in the design and implementation of application databases; may act as the technical lead for application-driven projects; acts as a resource to other customers for application-driven applications.
8. Conducts and validates system level, unit, and interface testing of applications and upgrades; assists end users with acceptance level testing; conducts usability studies and makes process and efficiency recommendations; maintains a continuing liaison with users to ensure implementation and maintenance of systems.
9. Audit, modify, and amend data in systems using common enterprise application procedures including PowerShell, hand-editing, bulk import/export, or applications level conversions and integrations; maintain a strong understanding of business(es) workflow, processes, and events, and how these are captured in transactional systems.
10. Conducts and maintains technical and procedural documentation for supported initiatives ad mission critical systems and related sub-systems; creates or revises specifications for programs, job streams, file definitions, hardware, and application-level customizations and administration as assigned; provides learning aids as new features and/or requirements are brought into an application and communicates those features to end-users.
11. Assesses, develops, and recommends long-term strategic goals for production applications in conjunction with application owners, stakeholders, and department managers; make recommendations, develop processes, and implement other procedures that will guarantee data quality, integrity, and enhance their methods for overall data architecture and usage.
12. Creates and maintains technical and procedural documentation for mission critical applications, systems, and related sub-systems; creates or revises specifications for programs, change management, file definitions, hardware, user manuals, and application libraries.

1. Maintains and updates knowledge and skills required for success in the position by participating in professional development activities as needed or as assigned.
2. Assists appropriate department staff during peak workloads and absences; provides backup assistance for other technical support staff for special projects when assigned.
3. Performs related duties, as assigned, on a temporary basis.

CONDITIONS
Office environment; required to concentrate on detail and be precise; experiences frequent interruptions; confined to work station for prolonged periods; exposed to computer displays; exposed to confidential information; occasionally required to work with difficult and sensitive situations and/or people; required to travel to District sites; may be required to be on-call and work extended hours; may be required to move heavy objects; may be required to lift and carry up to 60 pounds, bend, squat, stoop, kneel, crouch, walk, twist, climb, and/or be mobile.
Education and Experience
Bachelor degree in Computer Science, MIS, Technology, or related field; four years of work experience performing system analysis and application support duties, information management, report design software, queries, databases, and data extraction techniques in an on premise or cloud based environment; experience with application support in government or school district environment, preferred; or any combination of experience and training which provides the applicant with the knowledge, skills, and ability required to perform the work.
Required Licenses/Special Requirements
Valid Washington State driver’s license.
Possession of professional certifications providing the required knowledge and skills desirable. (Examples include: Microsoft Certified Technology Specialist (MCTS): CompTIA Cloud+ (CVO-003), Microsoft Azure Fundamentals (AZ-900 2020 update), Microsoft Certified Azure Data Fundamentals (DP-900), Microsoft 365 Certified Fundamentals (MS-900), Microsoft Certified Power Platform Fundamentals (PL-900)
Fingerprints and successful WSP and FBI background clearance/sexual misconduct clearance.
Allowable Substitution
Equivalent combinations of education and experience will be evaluated by the Human Resources department for comparability
