  • Job Description

    About the Position

    In this role, you will be responsible for...

    Operational Program Implementation and Administration

    • Oversee the management of federal, state, and local housing programs, including setting strategic goals, objectives, and funding priorities.

    • Lead the development of the annual action plan, five-year consolidated plan, and other required plans in compliance with federal regulations.

    • Create, update, and implement policies and procedures to ensure efficient and effective delivery of housing assistance programs.

    • Represent the County at meetings and negotiations, serving as a subject matter expert on housing programs to federal, state, and local partners.

    • Establish and manage program budgets, staffing, and operational resources to align with financial projections and workload needs.

    Stakeholder Engagement, Collaboration, and Subrecipient Oversight

    • Build strong relationships with internal teams, external partners, non-profits, and the public to identify housing needs and community priorities.

    • Negotiate funding arrangements and program delivery with subrecipients to ensure compliance with federal, state, and local requirements.

    • Partner with internal departments (including leadership, legal staff, and financial offices) to coordinate program activities and funds.

    • Provide technical guidance and support to subrecipients and stakeholders, ensuring alignment with program requirements and reporting standards.

    • Develop internal policies and procedures that improve program delivery and strengthen accountability.

    Grant Planning and Administration

    • Monitor grant-funded housing programs to track progress, ensure compliance, and certify outcomes with funding agencies.

    • Plan and direct program activities to meet performance timelines, expenditure deadlines, and board or procurement requirements.

    • Review and approve invoices, payment requests, and financial documentation to ensure accuracy and accountability.

    • Prepare and submit progress reports, outcome analyses, and impact summaries to funding agencies and County leadership.

    • Identify opportunities to maximize grant resources and improve program efficiency.

    About the Schedule

    Work Hours:

    • Full-time, 40 hours per week.

    • Typical Schedule: Monday - Friday, 8:00 a.m. to 5:00 p.m. (no weekends!)

    As a reminder, all county employees are considered essential and must be prepared to protect and support the community and its citizens. Each employee, without exception, will have a duty assignment and be required to work during a disaster or declared emergency.

  • Job Requirements

    About You

    To be considered for this role, you must have the following:

    • Bachelor’s degree from an accredited college or university in Public Administration, Business, Finance, Planning, or a job-related field with 4 years of related experience.

    • Or: Associate's degree from an accredited college or university with 6 years of job-related experience.

    • Or: Year-for-year experience (totaling 8 years minimum) may substitute for the college degree (at management discretion).

    • 2 or more years of supervisory experience required.

    The ideal candidate has the following knowledge, skills, and/or abilities:

    • Master’s degree in public administration, Business, Finance, Planning, or a related field.

    • Three (3) years of experience working with federal grants, preferably in housing-related programs.

    • Strong knowledge of federal, state, and local grant requirements, with the ability to interpret complex regulations and apply them effectively.

    • Proven leadership skills, including the ability to manage programs and staff, prioritize multiple projects, and communicate clearly through reports, policies, and procedures.

    Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment for a period of five years.

    About Everything Else

    Starting Pay Range: $75,233.60 - $83,000.00
