    TPWD MISSION

    To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

    GENERAL DESCRIPTION

    Under the State Parks Division this position is responsible for performing complex to highly complex (journey-level) consultative services and technical assistance work for staff-operated concessions and retail outlets. Work involves planning, developing, and implementing staff concession programs and providing direct support to field units for meeting operational objectives, financial management goals, program and customer service standards. Makes recommendations to park staff, program, branch and division management for strategic planning, preparing and completing action plans, monitoring productivity, quality, and customer-service standards. Provides assistance to staff for assistance in resolving problems, completing audit recommendations, identifying trends, developing market and promotional approaches, identifying needed improvements and formulating change. Work involves assisting with identifying products, product development, procurement and delivery of goods, merchandising and setting up displays. Assists with recruiting, selecting, orienting, training and coaching store and staff concessions staff. Works closely with community organizations, vendors and the general public. May train others. Performs other duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.



    Qualifications:

    MINIMUM QUALIFICATIONS:

    Education:

    Program Specialist III: Graduation from a High School with a diploma or GED.

    Program Specialist IV: Graduation from an accredited college or university with a Bachelor's degree.

    Experience:

    Program Specialist III:

    Three years experience supervising a commercial retail outlet or Texas State Park Store;

    Three years experience in purchasing site specific or themed product line;

    Three years experience in customer service.

    NOTE: Experience may have occurred concurrently.

    Program Specialist IV:

    Four years experience supervising a commercial retail outlet or Texas State Parks Store;

    Four years experience in purchasing site specific or themed product line;

    Four years experience in customer service.

    NOTE: Experience may have occurred concurrently.

    Licensure:

    Applicant must possess or be able to obtain, within 30 days of employment, a Texas class "C" driver's license.

    NOTE: Retention of position contingent upon obtaining and maintaining required license.

    ACCEPTABLE SUBSTITUTIONS:

    Education:

    One additional year of the required experience supervising a commercial retail outlet or Texas State Park Store may substitute for 30 hours of the required education, with a maximum substitution of 120 semester hours.

    PREFERRED QUALIFICATIONS:

    Education:

    Program Specialist III: Graduation from an accredited college or university with an Associates Degree.

    Program Specialist IV: Graduation from an accredited college or university with a Business Degree.

    Experience:

    Program Specialist III: Four years experience managing a Texas State Park Store or six years experience managing a retail store.

    Program Specialist IV: Ten or more years experience managing a Texas State Park Store or ten years managing a retail store.

    Licensure:

    Program Specialist III-IV:

    Current Statewide Procurement Division (SPD) Certified Texas Contract Developer (CTCD) certification, Certified Texas Purchasing Manager (CTPM) certification, or Certified Texas Contract Manager (CTCM) certification;

    Current Concession Manager Certification (CCM) certification from the National Association of Concessionaires.

    KNOWLEDGE, SKILLS AND ABILITIES

    Program Specialist III

    Knowledge of retail and hospitality management;

    Knowledge of pricing for cost/inventory management, resale purchasing, vendor relationships, product/service resources and commercial awareness;

    Knowledge of production, communication and dissemination techniques and methods including alternative ways to inform and entertain via written, oral and visual media;

    Knowledge of instructional methods and training techniques;

    Program Specialist IV, knowledge of Program Specialist III, PLUS:

    Knowledge of managing and oversight of multiple retail operations;

    Knowledge of sales techniques, revenue drivers, upselling, and cross-selling strategies;

    Knowledge of sales forecasting and goal-setting;

    Knowledge of interpreting sales data, labor metrics and store performance reports

    Knowledge of principles and processes involved in business planning, coordination and execution;

    Knowledge of market, market analysis and promotional techniques;

    Knowledge of strategic planning, resource allocation, cost accounting, manpower costs and retail methods

    Program Specialist III

    Skill in accounting principles such as: budget monitoring, expenditure tracking and invoice reconciliation;

    Skill in identifying indicators of program performance;

    Skill in making independent, sound, timely decisions;

    Skill in providing quality customer service in a courteous and professional manner;

    Skill in effective written and verbal communication;

    Skill in planning, assigning and/or supervising the work of others;

    Skill in identifying, researching and compiling information;

    Skill in identifying and resolving problems by using strong analytical techniques;

    Skill in display and merchandising;

    Skill in using MS Word, Excel, PowerPoint, Access and Outlook, POS Software, Aspira/PBS Software;

    Program Specialist IV, Skill of Program Specialist III, PLUS:

    Skill in using sales reporting systems, POS platforms, scheduling and training tools;

    Skill in addressing operational challenges quickly and efficiently and providing solutions to these challenges;

    Skill in identifying underperforming operations, troubleshooting issues, and capitalizing on opportunities;

    Skill in providing clear and persuasive communication;

    Skill in coaching to achieve goals and building strong team morale;

    Skill in using analysis to identify the strengths and weaknesses of different approaches and generating different approaches to problem solutions;

    Program Specialist III-IV

    Ability to exercise sound judgment when making critical decisions;

    Ability to communicate effectively to establish and maintain working relationships with co-workers, agency staff, management, and the public to achieve common goals;

    Ability to maintain flexibility and work with frequent interruptions and multiple changing priorities;

    Ability to work as a member of a team;

    Ability to maintain strict confidentiality;

    Ability to travel to various work locations;

    Ability to perform manual labor including, lifting supplies and materials up to 50 lbs.;

    Program Specialist IV, Abilities of Program Specialist III, PLUS:

    Ability to coordinate and execute strategy across multiple teams;

    Ability to encourage productivity;

    Ability to align goals and strategies over multiple staff, teams, and locations;

    Ability to analyze complex information and develop plans to address unidentified issues;

    Ability to lead multiple teams without direct oversight;

    Ability to identify emerging trends and adapt programs to meet evolving needs.

    WORKING CONDITIONS

    Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday, alternative work schedule may be available;

    Required to work overtime as necessary;

    Required to perform manual labor to including, lifting supplies and materials up to 50 lbs.;

    Required to travel 25% with possible overnight stays;

    Required to operate a State vehicle;

    Must conform to TPWD dress and grooming standards, work rules and safety procedures;

    Non-smoking environment in State buildings and vehicles.
