    The City of Elk Grove is now accepting applications for the position of

    SUPERVISING CONSTRUCTION INSPECTOR

    The City of Elk Grove is seeking an experienced and motivated Supervising Construction Inspector to lead the Permit Section within the Engineering Services Division of the Public Works Department. The Permit Section oversee s all utility and right-of-way work within the City, ensuring projects are delivered safely, efficiently, and in accordance with City standards and other regulat ions . This position is highly collaborative, working closely with utility companies, consultants, City staff, partner agencies, and the public to support infrastructure development and protect the integrity of the public right-of-way.

    The ideal candidate will be a strong communicator with extensive experience in utility coordination, right-of-way permitting, construction inspection, and public infrastructure management. As the City’s subject matter expert , this individual will review and manag e encroachment permits, coordinat e complex projects with multiple stakeholders, and apply the City’s Municipal C ode, standards, and traffic control requirements . The successful candidate will lead process improvements that strengthen City standards , enhance customer service, and streamline cost recovery practices .

    • Supervise, mentor, and evaluate Permit Section staff.


    • Review and approve complex encroachment permits.


    • Coordinate utility and right-of-way work across projects and agencies.


    • Provide clear technical guidance to staff, consultants, and stakeholders.


    • Communicate effectively with residents and the public.


    • E valuate and recommend efficiency improvements.


    • Represent the City with professionalism and tact.

    Representative Duties

    DEFINITION
    Under general direction, the Supervising Construction Inspector plans, schedules, assigns, reviews, supervises, inspects and participates in the work of staff and contractors performing construction inspection and permit processing duties within the Public Works or Community Development Department; plans and coordinates a comprehensive construction inspection program to ensure compliance with City approved construction plans and specifications; may plan and coordinate a comprehensive permit processing program; coordinates assigned services and operations with those of other City divisions and outside agencies; plans, manages and oversees the daily functions, operations and activities of the construction program; provides complex staff assistance to management staff in areas of expertise; and performs related duties as assigned. Duties may depend on the assigned department and division as described in the job functions section.

    SUPERVISION RECEIVED AND EXERCISED
    Receives general direction from assigned management personnel. Exercises direct supervision over assigned construction inspection and permit processing staff.

    CLASS CHARACTERISTICS
    This is a supervisory level classification that exercises independent judgment on diverse and specialized construction inspection activities and other duties as assigned with significant accountability and ongoing decision-making responsibilities associated with the work. Incumbents are responsible for planning, organizing, supervising, assigning, scheduling, reviewing, and evaluating the work of assigned construction inspection and permit processing staff, while also performing the most advanced and complex construction inspection activities. Incumbents are responsible for planning, organizing, and managing the construction inspection program, permits processing program if assigned, and serve as a specialist, liaison, and advocate for the program, with regular contact and interactions with City senior management positions, other public agencies, developers, community organizations, regulatory and governmental agencies, and members of the community.

    • Plans, organizes, assigns, schedules, supervises, and reviews the work of City and contract staff performing construction inspection and permit processing duties; assumes responsibility for the workflow of the assigned work unit by making work assignments, ensuring that work is consistent with quality standards, and timeline expectations are met.
    • Trains staff in work procedures; evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion.
    • Participates in the development of goals, objectives, policies, and procedures for assigned construction inspection and permit processing services and programs; recommends and implements policies and procedures including standard operating procedures for assigned operations.
    • Monitors activities of the work unit; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements.
    • Coordinates assigned services and operations with those of other divisions and outside agencies.
    • Participates in annual budget preparation; identifies resource needs; prepares detailed cost estimates with appropriate justifications; monitors expenditures.
    • Provides staff assistance to management; prepares and presents staff reports and other written materials; supervises the establishment and maintenance of reports, records, databases, and files; ensures the proper documentation of operations and activities.
    • Performs the most complex inspection work assignments for which there are little or no directly related policies, procedures, or past practice that requires the exercise of independent judgment and discretion in establishing work plans, identifying resources, and completing assignments.
    • Reads, interprets, and studies engineering plans, specifications, and design for developer projects; monitors project progress, reviews field activities of developers/contractors, and makes sound determinations on the construction work ensuring compliance with approved construction plans and specifications.
    • Reviews inspection reports of construction activities for clarity and consistency with City standards; coordinates and schedules City and contract inspection staff to maintain adequate inspection of construction workmanship and materials; ensures documentation of construction work to meet mandated and City requirements, as well as those for audit purposes.
    • Performs or assigns warranty inspections prior to the end of the warranty period.
    • Attends project meetings during design development and construction including pre-construction meeting for projects; provides construction support and assistance to engineering staff as required for development of construction cost estimates and constructability reviews; conducts construction conferences and coordinates with engineers and contractors to resolve construction related issues as they arise.
    • Assists with the administration of contracts for services; participates in the solicitations to provide materials and services; facilitates pre-proposal meetings; coordinates and participates in the evaluation of submittals; reviews terms and conditions of agreement; oversees review of documents, reports, and other work products prepared by contractors and/or consultants and provides feedback and corrections; assists with problem resolution for issues that may arise.
    • Represents the City in meetings with members of other public and private organizations, community groups, contractors, developers, and the public; and responds to resident inquiries.
    • Ensures staff and contractors observe and comply with all City and mandated safety rules, regulations, and protocols.
    • Performs related duties as assigned.

    When assigned to Public Works:
    • Serves as the Permit Section lead within the Engineering Services Division.
    • Reviews encroachment permit submittals for compliance with City standards, CaMUTCD traffic control requirements, and coordinate with capital projects, maintenance projects, or development projects to avoid conflicts.
    • Provides technical support and direction to staff regarding right-of-way work, including unpermitted activity and other field-related issues involving encroachment, street-use, or transportation permits.
    • Evaluates existing processes on a frequent basis and recommend opportunities for improvements that provide more efficient processes.
    • Performs monthly reviews of all encroachment and street use permit fees and related professional services billings to ensure cost recovery for services.
    • Provides right-of-way support to various City departments and divisions.

    When assigned to Community Development:
    • Coordinates with outside agencies and the building division for issuance of temporary certificate of occupancy or certificate of occupancy.
    • Verifies building pad elevations have been certified and completes the Development Engineering workflow in the City’s permit tracking system for the issuance of building permits
    • Coordinates inspection of key improvements with Public Works staff and final punch list items.
    • Reviews as-built plans and coordinates required updates with contractor(s) and engineer(s) prior to the City accepting the improvements.

    Education and Experience:

    Completion of the twelfth (12 th ) grade supplemented by specialized vocational training or coursework in construction management, engineering, or a related field and five (5) years of increasingly responsible experience in construction inspection or construction project management.

    Licenses and Certifications:
    • Possession of, or ability to obtain by the time of appointment, an appropriate, valid California driver’s license.
    • Ability to obtain a valid Qualified Storm Water Pollution Prevention Plan Practitioner (QSP) or Qualified Storm Water Pollution Prevention Plan Developer (QSD) certification within one year of appointment.


    Physical Demands and Work Environment

    PHYSICAL DEMANDS

    When assigned to an office environment:
    Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to operate a motor vehicle to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Standing in and walking between work areas is frequently required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds.     When assigned to a field environment:

    ENVIRONMENTAL CONDITIONS
    Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees also work in the field and are occasionally exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, mechanical and/or electrical hazards, and hazardous chemical substances and fumes.     Covers IRS approved medical and/or approved dependent care expenses to be paid on a pre-tax basis.
    • Medical spending up to $3,300.00 annually.

    Health (Medical) Insurance
    The City participates in the CalPERS Health Plan (PEMHCA) and offers a "cafeteria plan," which includes a monthly City contribution that an employee may apply toward premiums for medical insurance.

    The City's Contribution rates for the 2025 plan year are as follows:

    Single: up to $1,001.61 per month
    2-Party: up to $2,003.22 per month
    Family: up to $2,604.19 per month

    Employees who show evidence of other group health insurance coverage and waive enrollment in a CalPERS health plan shall receive a taxable in lieu cash fringe allowance of $300 per month.

    Dental Insurance
    100% City paid for employee and eligible dependents if enrolled in the City's medical plan.

    Vision Insurance
    100% City paid for employee and eligible dependents if enrolled in the City's medical plan.

    Pet Insurance
    City employees are eligible to purchase pet insurance at a discounted premium rate through MetLife.

    Supplemental Health Insurance
    The City provides supplemental health insurance up to $15,000 per year for eligible participants.

    Retirement Health savings Account

    City provided defined contribution program for IRS-eligible medical expenses upon retirement.

    Holidays

    Twelve (12) paid holidays per year and sixteen (16) floating holiday hours per fiscal year. Employees who are assigned by the Police Chief to work shifts receive a 5% Holiday Pay Differential in lieu of paid holidays and eight (8) floating holiday hours per fiscal year.

    Life Insurance

    City provides Life insurance at 1X base salary with a minimum of $50,000 and maximum of $300,000. Additional life insurance may be purchased by employee up to a maximum of $500,000.

    Military Leave

    The City will pay qualified employees any difference between his/her base salary and the amount received in military reserve pay for regularly scheduled annual training that requires the employee to take military leave from his/her regular work week.

    Retirement -PERS
    Your CalPERS Pension formula will be dependent upon your hire date with the City of Elk Grove and/or your status with any Public Retirement System.
    • 2.7% at 55 if hired before 8/12/12.
    • 2% at 55 if hired after 8/12/12 and a current Classic member of CalPERS.
    • 2% at 62 if hired after 1/1/13 and not a Classic member of CalPERS.

    Internal applicants will remain in their current retirement formula unless they are moving from a safety to miscellaneous classification.

    Short Term/Long Term Disability
    • The City provides Short-Term Disability coverage @ 66.67% of income, up to a maximum benefit of $2,300 per week and Long-Term Disability coverage @ 66.67% of income, up to a maximum benefit of $15,000 per month.
    • The City also provides Paid Family Leave coverage @ 60-70% of weekly earnings up to a maximum of $,1623 per week.
    City employees DO NOT contribute to the California State Disability Insurance (SDI) program.

    Social Security

    City offers an IRS qualifying retirement plan, therefore, employees do not currently participate in the Social Security program.

    80% up to $2,000/year for City related Certification programss.
    80% up to 3,500/year for Associates, Bachelors or Masters Degree
