    DESCRIPTION

    THE CITY OF PLACENTIA IS NOW RECRUITING FOR THE POSITION OF
    PUBLIC WORKS MANAGER

    Bachelor's Degree Annual Salary: $129,892.31 - $157,884.92

    Master's Degree Annual Salary: $132,390.24 - $160,921.17

    4/10 Schedule (M - TH) + Excellent Benefits

    Under the direction of the Director of Public Works/City Engineer, the Public Works Manager plans and manages the activities and operations of the Maintenance Services Divisions within the Public Works Department; coordinates maintenance programs, services, and special events with other departments, agencies, contractors, and the general public; provides highly responsible and complex staff assistance to the Director of Public Works; and performs related duties as required.

    DISTINGUISHING CHARACTERISTICS (For use in a job series only)

    The Public Works Manager establishes goals and priorities, ensuring the implementation of work plans by maintenance supervisors. They also indirectly lead personnel involved in streets, sanitation, parks, trees, landscaping, equipment, and facility maintenance operations. This position reports to the Director of Public Works/City Engineer and works with the Deputy Director of Public Works - Engineering for the coordination of capital improvements and construction projects. The Public Works Manager has broader functional, administrative, and budgetary responsibilities and decision-making authority than the maintenance supervisors.

    EXAMPLES OF DUTIES

    The following list of functions, duties, and tasks is typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform other closely related or department-specific functions, duties, and tasks from those set forth below to address business needs and changing business practices.
    • Coordinates the organization, staffing, and operational activities of Public Works maintenance and field services, including parks and landscape maintenance, street sweeping, storm drainage, street maintenance, street lighting, graffiti maintenance, street signage, striping and legends, equipment and facility maintenance, and special events.
    • Manages and oversees the Solid Waste Program for the City, including rate setting, fiscal management, personnel, consultant services, management of franchise agreement, etc.
    • Develops and implements goals, objectives, and procedures; sets priorities for maintenance and field services work.
    • Selects, trains, motivates, and evaluates public works personnel; provides or coordinates staff certification and training; works with employees to correct deficiencies; recommends and implements discipline and termination procedures.
    • Leads, coordinates, and reviews work plans for providing field maintenance, equipment maintenance, and related services; meets with staff to identify and resolve problems; assigns work activities and projects.
    • Conducts periodic inspections of field operations and work records; works with supervisory personnel and staff to identify and implement improvements in work methods and services.
    • Develops and administers public works program budgets; forecasts additional funds needed for staffing, equipment, materials, and supplies; directs monitoring of and approves expenditures; recommends adjustments as necessary.
    • Coordinates public works activities with those of other divisions and outside agencies and organizations; provides staff assistance to the Director of Public Works/City Engineer; prepares and presents staff reports and other necessary correspondence.
    • Ensures the adherence to safe work practices by maintenance personnel; assumes responsibility for any hazardous waste materials generated by public works services or functions; maintains appropriate records of materials; provides employee training in the use and handling of hazardous materials.
    • Attends commission meetings, may attend City Council meetings, and participates in professional group meetings; stays informed of new trends and innovations in the field of street maintenance, street lighting, storm drainage, street sweeping, fleet and facility services, and parks, trees, and landscaping.
    • Investigates and resolves public complaints related to maintenance services. Responds to natural disasters and emergencies in the city and the need to deploy maintenance personnel.
    OTHER DUTIES:
    • Performs other related duties as assigned to ensure the efficient and effective functioning of the work unit and the City.


    TYPICAL QUALIFICATIONS

    Bachelor’s degree in public administration, construction technology, or a related field and six years of progressively responsible construction and maintenance management experience, including supervisory experience; or an equivalent combination of training and experience.

    LICENSE(S) REQUIRED:
    • Valid, current driver’s license.
      • The City reasonably expects driving to be one of the job functions for the position, and the City reasonably believes that using an alternative form of transportation would not be comparable in travel time or cost to the City.

    MID-MANAGEMENT (Unrepresented) BENEFITS

    Schedule - The City operates on a "4/10" work schedule.

    Retirement - The City of Placentia participates in the California Public Employees’ Retirement System (CalPERS) and does not participate in Social Security.
    • 2% @ 60 defined retirement plan (Classic Members) - Applies to employees who, prior to January 1, 2013, were active members of CalPERS or another public employee retirement system through which reciprocity may be established. Employee membership contribution is 7%.
    • 2% @ 62 defined retirement plan (New Members/PEPRA) - Applies to new employees hired on or after January 1, 2013, who are not members of CalPERS or are not members of another public employee retirement system with which reciprocity may be established. Employee membership contribution is 6.75%.

    Health Insurance - The City provides up to $1,877 per month to purchase health insurance for employees and dependents through the CalPERS Health Benefits program. Alternatively, there is a $400 medical opt out payment for employees who are insured outside the City’s insurance coverage.

    Telecommunications Allowance - City pays $75/per month.

    Dental & Vision Insurance - Fully paid plan for dental and vision insurance.

    Life Insurance - Fully paid life insurance policy equal to annual salary. Additional life insurance may be purchased with the employee paying for the premium.

    Disability Insurance - Fully paid short-term and long-term disability insurance policies.

    Bilingual Pay - An additional pay of $175 per month.

    Flexible Spending Account - Employees may contribute to a Section 125 Flexible Spending Account on a voluntary basis.

    Educational Incentive Pay - 2% for Associates, 4% for Bachelors, and 6% for Master's Degree.

    Deferred Compensation 457 (b) Plan - Employees may contribute to a deferred compensation plan on a voluntary basis.

    Paid Time Off (Vacation) - 80 hours per year; increases to 120 hours after 3 years of service.

    Alternative Health & Wellness (Sick Leave) - 96 hours per year; this program includes an incentive of up to $1,250 per fiscal year.

    Management Leave - Up to 80 hours per calendar year, dependent upon assignment and director discretion. Allotment prorated for new employees.

    Holidays - 13 paid holidays per year. In addition, subject to City Council approval, City Hall and most City Services observe a Holiday Closure annually for two weeks at the end of December/beginning of January, including Christmas Eve, Christmas Day, New Year's Eve, and New Year's Day (paid time off varies per year, assignment and Bargaining Unit; City will provide additional holiday hours during this closure period.
