.ABOUT THE JOB
The Applications System Analyst III is responsible for migrating our legacy custom-built applications to a modern Microsoft-based framework. This senior-level role requires close collaboration with customers and IT personnel to gather information and requirements, effectively develop, manage, and communicate project plans, and ensure comprehensive documentation throughout the process. You will lead application enhancement efforts and be responsible for conducting training, providing technical guidance, ensuring seamless system integration, and resolving application issues. The ideal candidate will possess strong analytical skills, effective communication abilities, and deep expertise in application development, specifically in C#.
This position is located in Deschutes County and may be eligible for hybrid of in-office/remote work as allowed by policy and approved by the supervisor.
Key Responsibilities: - Lead the transition of legacy applications to a modern Microsoft-based framework by applying deep C# knowledge, modifying workflows to enhance efficiency, performance, and user satisfaction, and ensuring seamless integration with existing systems while promptly resolving application issues to minimize disruptions.
- Collaborate closely with customers, IT staff, and stakeholders to gather and define application development and migration requirements, develop and adapt comprehensive project plans that align with organizational goals and deadlines, and maintain effective communication to ensure clarity and alignment.
- Conduct training sessions, provide technical support for users and staff, and maintain comprehensive project documentation to facilitate a smooth transition and support system sustainability.
What You Will Bring: Knowledge of or experience with:
- Proficiency in C# and JavaScript, experience with Visual Studio, and expertise in writing SQL queries with Microsoft SQL Server; complemented by a strong capability to diagnose and resolve software issues while ensuring compatibility across systems.
Skill in:

This is a limited-duration employment position as defined by Deschutes County HR Personnel Rules 2.010. The position has identified funding through
July 30, 2027. Extending the position beyond
July 30, 2027 will depend on a continued business need for the position and approval of additional funding. Should this occur, the County may at a later date extend the position end date or offer regular employment status to the incumbent in this position.

Minimum Qualifications- Associate’s degree in Computer Science, or related field;
- AND five (5) years of current software development and technical support experience;
- OR any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the job.
Preferred Qualifications:
- Advanced Certification - Certifications such as Azure Developer Associate.
- Project Leadership in Large-Scale Deployments - Proven experience in leading large application re-writes.
- Expertise in IT Service Management Frameworks - Proficiency in ITIL or similar frameworks, with a focus on incident management, change management, and service delivery optimization.
Necessary Special RequirementsPossession of or ability to obtain a valid Oregon driver's license within 30 days of hire date. The employment offer will be contingent upon presentation of an acceptable and verifiable driver's license, pre-employment screening for criminal history, driving history, and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). This screening must be completed with satisfactory findings in order for a formal offer of employment to be extended.
- Must have experience with software development and is skilled in problem-solving skills to diagnose complex software issues and develop creative solutions.
- CJIS Certification - The certification process, including training and examination, will be conducted and paid for by Deschutes County following the candidate’s hire.
