    Role

    Under general direction, oversees the day-to-day operations of the customer service and permitting staff. Responsible for intake and processing of building permits of complex difficulty for compliance with applicable procedures and regulations.

    Major Duties, Responsibilities

    • Supervises and/or monitors customer service and permitting staff to ensure that permits are completed in accordance with applicable procedures and regulations.
    • Establishes and interprets department policies and procedures.
    • Plans, assigns, and reviews work of others.
    • Handles customer service calls with difficult predicaments.
    • Completes performance evaluations and development plans for staff.
    • Resolves problems encountered in performance of work assignments and oversees training and updating assigned staff.
    • Assists customers and staff in resolving complex problems associated with the intake and processing of building permits.
    • Provides general and technical information to architects, engineers, contractors, and the public on application processes, procedures, and fees for permitting requirements.
    • Researches public records and provides customers with specialized site-specific property information.
    • Performs other job-related duties as assigned.


    Minimum Qualifications

    Education:
    High school diploma or equivalent.

    Experience:
    A minimum of five (5) years of general office experience to include one (1) year experience as a Permit Technician or equivalent position.

    Additional Requirements:
    Must possess a valid Arizona driver’s license without restrictions.
    Must possess ICC Certification as Permit Technician at time of hire.

    • Laws, rules, and regulations regarding privacy regulations and department procedures.
    • Technical and legal aspects of records and file operations.
    • Records department filing systems.
    • Deciphering information for statistical data.
    • Business English, spelling, grammar, punctuation, and composition.
    • Clerical office practices and procedures.
    • Research techniques and report writing.
    • Current Microsoft Office software.
    • Filing and recordkeeping.

    Skill in:
    • Management and supervision.
    • Technical and detail report writing.
    • Communicating effectively verbally and in writing and communicating orally in a face-to-face setting and by telephone with public and employees.
    • Establishing and maintaining effective working relationships with employees, other agencies, and the public.
    • Organization and adherence to detail.

    Ability to:
    • Effectively manage the public and exercise good judgement.
    • Comprehend and make inferences from complex written material.
    • Develop and maintain effective working relationships with associates, employees of other departments, representatives of other organizations, County officials, and the public.
    • Keep management informed of key operating issues affecting the department.
    • Remain current in knowledge required to perform assigned duties.
    • Handle confidential matters and maintain discretion.
    • Act with courtesy, tact, and diplomacy.

    Work Environment:
    The work environment is associated with an office. The work area is adequately lighted, heated or cooled and ventilated.

    Physical Requirements:
    Ability to sit or stand for extended periods of time. Sufficient vision to read printed materials and a computer screen; hearing and speech ability to communicate effectively in-person and telephonically. Capable of frequent repetitive movement of arms, fingers, and wrists. Ability to lift up to 30 pounds.
