    Summary

    Under director supervision, a Librarian oversees all operational activities, services, and staff performance to include hiring, supervising, evaluating, and training in a service area and provides general assistance to all Library patrons.

    Essential Functions

Essential duties and responsibilities may include, but are not limited to, the following:
    • Provides reference assistance and advanced reader’s advisory to Library patrons both in person and via phone and email; assists patrons with using library technology, locating materials, conducting research, accessing accounts, and checking in and out materials.
    • Develops and maintains assigned materials collections; weeds collection materials and evaluates donations; researches book reviews and patron requests; orders new materials; catalogs materials for checkout.
    • Serves on Library management team; assists with resolving staff and patron issues, complaints, and conflicts; enforces Library policies.
    • Plans, prepares, schedules, and presents assigned programs; evaluates programs and activities and makes adjustments as needed.
    • Creates marketing and promotional materials for assigned programs; updates the Library website with program information; suggests materials for social media posts.
    • Manages assigned program budget and materials; orders print materials, program and operating supplies, and furniture.
    • Onboards, trains and manages assigned Library staff and volunteers.
    • Participates in staff and professional development via meetings, workshops, training programs, and conferences.
    • Performs related duties as assigned.

    Preference may be given to bilingual candidates, particularly in Spanish/English.

    Qualifications

    Education, Training, and Experience Guidelines
    Master’s Degree in Library and Information Science AND three (3) years of progressively responsible library related experience; OR an equivalent combination of education, training, and experience.

    Knowledge, Skills and Abilities

    Knowledge of:
    • Applicable local, State, and Federal laws, codes, regulations, and ordinances.
    • General office policies, procedures, and equipment.
    • Customer service principles, practices, and etiquette.
    • Records maintenance and retention policies and procedures.
    • Modern library systems, principles, and practices.
    • Research methods and information resources.
    • Modern library equipment and software.
    • Supervisory principles and practices.
    • Budget management and implementation.
    • Library collection and materials management practices and methods.
    • Dewey Decimal system and library cataloging methods.

    Skill in:
    • Identifying and researching customer needs.
    • Researching, planning, coordinating, and evaluating programming, services, and events.
    • Maintaining accurate records and filing systems.
    • Providing effective supervision, leadership, and direction to assigned staff.
    • Monitoring and implementing programs and services within budgetary constraints.
    • Researching and developing an assigned library collection.
    • Interacting tactfully and professionally with City staff, outside agencies, and the public.
    • Organizing and prioritizing tasks to meet deadlines.
    • Completing multiple tasks simultaneously.
    • Typing and entering data with speed and accuracy.
    • Preparing clear and concise communications, reports, and technical documents.
    • Analyzing complex issues and implementing appropriate responses.
    • Establishing and maintaining cooperative working relationships.
    • Communicating effectively verbally and in writing.

    LICENSE AND CERTIFICATION REQUIREMENTS
    • A valid state Librarian certificate.

    The City of Mount Vernon is a code city and a Mayor/Council form of government. The Mayor is the chief executive and administrative officer for the City of Mount Vernon and oversees and manages all operations including: Finance, City Attorney, Information Services, Human Resources, Development Services, Library, Public Works, Parks and Enrichment Services, Police and Fire Department.     Mayor Donovan holds a Bachelor’s Degree in Communications/Public Relations from Washington State University; and a Master’s Degree in Business Administration.
