WATERSHED PROGRAM COORDINATORDepartment: Water Resource ManagementPay Grade: 115FLSA Status: ExemptPersonnel Status: Regular Full-Time JOB SUMMARY This position is responsible for coordinating the City’s watershed program operations. This position reports to the Watershed Division Manager.
ESSENTIAL JOB FUNCTIONS - Develops, manages, and implements departmental water quality sampling, analysis, monitoring, and reporting.
- Manages and designs the City's stream bank restoration and stabilization projects.
- Implements the MS4 Illicit Discharge Program to include training, stormwater inspections and enforcement of the Illicit Discharge Ordinance.
- Reviews and provides comments on development water quality plans regarding stream buffer requirements and post construction stormwater best management practices.
- Assists the Watershed Division Manager with implementing the MS4 program minimum control measures.
- Develops, manages, and maintains the Watershed Division GIS Water Quality Database.
- Performs other related job duties as assigned.

QUALIFICATIONS Education and Experience: Bachelor’s degree in a related field; three (3) to five(5) years’ experience; or an equivalent combination of education and experience.
Special Qualifications: - Possession of a valid driver’s license for the type of vehicle or equipment operated. Requirement exists at the time of hire and as a condition of continued employment.
Knowledge, Skills, and Abilities: - Knowledge of water chemistry and the relationship between water quality parameters to each other and the environment.
- Knowledge of water sampling and testing methods.
- Knowledge of water quality monitoring and testing equipment.
- Knowledge of local, state, and federal ordinances related to water quality.
- Knowledge of erosion and sediment control design.
- Knowledge of GIS hardware and software.
- Knowledge of common survey methods, practices, and equipment.
- Knowledge of local government operations, policies and plans, and modern office practices and procedures.
- Knowledge of Microsoft Word, Excel, PowerPoint, and other similar programs.
- Skill in using computers for data entry, word processing, and/or accounting purposes.
- Skill in the use of small office equipment, including calculators, copy machines or multi-line telephone systems.
- Skill in effective communication, both orally and in writing.
- Ability to meet and deal with employees and the public in an effective and courteous manner.

PHYSICAL DEMANDS The work requires the employee to frequently lift or move objects weighing up to 25 pounds and occasionally lift or move objects weighing up to 50 pounds. Work is typically performed while intermittently standing, balancing, climbing, stooping, reaching, bending, crouching, or walking. The employee uses tools or equipment requiring manual dexterity, distinguishes between shades of color, and utilizes the sense of smell.
WORK ENVIRONMENT The work is typically performed in various indoor and outdoor environments. The employee may be exposed to noise, water, mud, dust, dirt and contagious or infectious diseases. Work requires the use of protective devices such as masks, goggles, gloves, etc.
