OPEN TO THE PUBLIC This recruitment will establish an
open eligible list that will be used to fill current and future Board Services Trainee / Specialist positions. This list may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

CLERK OF THE BOARD The County of Orange,
Clerk of the Board is the official repository of County records and provides administrative support to the Board of Supervisors, the governing boards of certain Boards, Commissions and Committees, and the Assessment Appeals Boards and Hearing Officers. The majority of its functions are defined and mandated by various California Statutes, Revenue and Taxation Codes, County Ordinances, Board Resolutions, County Rules of Procedure, and by Board of Supervisors' policy.
THE OPPORTUNITY Vacancies may be filled at either the Trainee or Specialist level, depending on the incumbent's qualifications.
The Board Services Trainee is the entry-level into the series wherein incumbents work under close supervision while learning the practices and procedures used in the Clerk of the Board office. Within six months of appointment, incumbents must demonstrate proficiency to promote to Board Services Specialist.
There is no permanent status in this entry-level class. Those incumbents who are not promoted prior to the end of the six-month period will not pass probation. The Board Services Specialist is the journey level in which incumbents are required to have a working knowledge of the primary procedures and protocol in at least one division of the Clerk of the Board Office. Positions in this class perform a variety of complex and responsible work under supervision typically within a framework of established procedures.
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES The ideal candidate will have two (2) or more years of general office experience. In addition, the ideal candidate will have extensive knowledge, skills, and abilities in the following core competencies:
- Technical
- Proofreading documents accurately to identify omissions and errors, as well as verifying and correcting spelling, punctuation, grammar, and sentence structure
- Composing clear and concise letters explaining procedural and/or technical issues
- Checking documents for accuracy and conformance with policies and procedures
- Learning the procedures and regulations governing the area of assignment, and the terminology and documents used, and applying such knowledge to specific office procedures
- Replying to oral and written inquiries regarding Board and Assessment Appeal meetings and procedures
- Exercising proficiency in Microsoft Suite programs, specifically Microsoft Outlook, Microsoft Word, and Microsoft Excel
- Exercising good judgment and decision-making skills with an appropriate sense of urgency
- Prioritizing and multi-tasking assignments, while also maintaining a high level of accuracy and being detail-oriented
- Customer Service
- Establishing and maintaining effective working relationships with the management and other staff within the department and outside Agencies
- Interacting with the public in situations in a professional and customer service-friendly manner
- Responding to requests appropriately, quickly, and proficiently with a positive attitude
- Communication Skills
- Communicating complex policies, regulations, and guidelines to others effectively, both orally and in writing
- Participating in the free flow of information with others for the sake of the common goal
- Exercising discretion and maintaining confidentiality as dictated by the assignment

RECRUITMENT PROCESS Human Resource Services (HRS) will screen all application materials to identify qualified candidates. After the screening, qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in the process.

Online Assessment (Weighted 100%)Candidates who meet desirable qualifications will be invited to participate in one or more job-related assessments. Candidates will be notified of their test date and access code, if applicable.
Based on the Department's needs, the selection procedure listed above may be modified. All candidates will be notified of any changes in the selection procedure. Eligible ListOnce the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies. Only the most successful candidates will be placed on the eligible list.
