The Position The Management Analyst II will report to the Community Services Director and provide support to the Deputy Director and Park Planning & Design Manager. The incumbent will serve as the department’s Marketing & Communications Specialist: member of the Citywide Communications Team; oversight of department public information and branding; maintain department website; prepare City Council and Commission Powerpoints and make presentations; prepare annual department Marketing and Sponsorship Plans; work directly with the City Communications Department monitoring and responding to local, state, and federal legislative changes that impact on operations and projects including tracking of proposed bills, assisting with drafting policy recommendations, and coordinating departmental responses to legislative initiatives.
Examples of Job Duties - Serve as budget coordinator for Park Planning & Design assisting with budget preparation, monitoring, reporting, and forecasting.
- Direct support of the Art Review Board and Recreation Commission.
- Provide critical support in identifying, applying for, and managing grants.
- Track deadlines, maintain records, and work with department managers to ensure compliance with grant requirements.
- Support the Recreation Commission and attend meetings on a regular basis.
- Coordinate the department’s training and onboarding programs and tracking professional development.
- Prepare RFPs as assigned and coordinate department assigned contracts including tracking, processing, and renewal in a timely manner.
- Track and maintain department IT resources, including computers, phones, and software,
- Oversight of assigned full-time staff.
- Active member of Community Services Management Team.
- Attend division and department meetings as requested.
- Special projects for the Director.
Ideal Candidate The following are highly desirable:
- 3 years experience developing and having oversight of professional marketing and communications efforts.
- 1 year experience working directly with a Board or Commission.
- Experience in budget and purchasing processes.

Management Analyst II Class Specification Essential FunctionsPosition exists in a variety of departments. Not all functions are essential in all departments depending on department needs.
• Monitors, administers and coordinates the preparation of divisional/departmental budgets.
• Participates in the budget review process.
• Administers department/division payroll/personnel/purchasing processes.
• Participates in financial management activities.

• Administers assigned programs, such as the internal Hazardous Materials Program and the Volunteer Program.

Knowledge of: Principles and practices of supervision.
Ability to: Plan, organize and administer programs and/or projects; conduct organizational, operational, fiscal and statistical analysis; employ theories of group dynamics; make presentations; communicate effectively both verbally and in writing; develop and maintain effective working relationships with people from a variety of ethnic and socio-economic groups; develop for recommendation programs, procedures, organizational structures, operational guidelines and implement same as directed.
Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.
Education/Experience
Any combination of education and/or experience that has provided the knowledge and skills necessary to satisfactory job performance would be qualifying. A typical way to obtain the required knowledge and skills would be: a Bachelor's degree in public administration, business administration, finance, economics or a related field and three (3) years progressively responsible professional level organizational administration and/or operational support duties; a Master's degree in one of the fields listed above may be substituted for one (1) years experience.
Licenses/Certificates/Special Requirements
This classification requires the ability to travel independently within and outside City limits and possession of a Class C California driver's license. Failure to maintain this license will result in discipline up to and including termination.
