    Under general supervision (Management Analyst I) or direction (Management Analyst II), performs a wide variety of analytical and administrative duties in support of assigned functions, operations, department, and/or division including special projects, research studies, budget analysis and other specialized functions; coordinates and performs a variety of contract and grant administration duties; prepares various reports to improve the efficiency and effectiveness of operations; coordinates assigned activities with other departments, divisions, outside agencies, and the general public; and provides information and assistance to the public regarding assigned programs and services.

    Operational Duties:
    The Communications Management Analyst is part of the Communications Division of the City Manager’s Office, responsible for the marketing, public information, and storytelling on behalf of the City of Escondido. Under general supervision, the Management Analyst performs complex professional and administrative work planning, organizing, managing, developing, and implementing communication actions, activities, and messaging through social media, website content, and other digital and traditional marketing, advertising, and public relations platforms. This individual may represent the Communications Division at emergency events and/or the City's Emergency Operation Center (EOC).

    DISTINGUISHING CHARACTERISTICS
    Management Analyst I: This is the entry level class in the Management Analyst series providing administrative and analytical support to assigned functions and operations within an assigned department or division. Positions at this level are not expected to function with the same amount of program knowledge or skill level as positions allocated to the Management Analyst II level and exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Advancement to the "II" level is based on demonstrated proficiency in performing the assigned functions and is at the discretion of higher level supervisory or management staff.

    Management Analyst II: This is the experienced level class in the Management Analyst series and is expected to independently perform the full range of analytical and administrative support functions in support of an assigned department or division with only occasional instruction or assistance. Positions at this level are distinguished from the Management Analyst I level by the performance of the full range of duties as assigned, working independently, applying well developed analytical knowledge, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Work is normally reviewed only on completion and for overall results. Positions in this class series are flexibly staffed and positions at the Management Analyst II level are normally filled by advancement from the Management Analyst I level.

    Key Responsibilities

    The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
    Works directly with the Assistant Director of Communications to assist in the planning, development, implementation, and administration of the City's communication plan and communication strategies.

    Oversees all City social media accounts in coordination with other departments and divisions.

    Creates, plans, implements, and monitors social media campaigns.

    Creates and manages content on the City's website.

    Assists in public relations actions and activities.

    Assists in the preparation and dissemination of emergency information and communications.

    Oversees compliance of the City’s social media policy.

    Monitors social media groups, trends, tools, and applications and recommends actions.

    Conducts statistical analyses to demonstrate marketing campaign results, impact, and engagement.

    Performs graphic design tasks, both basic and complex.

    Creates presentations and reports.

    Assists in administrative and procurement tasks.

    Performs a wide variety of professional level research, administrative, and analytical duties in support of assigned functions, operations, department, and/or division; performs duties in support of various administrative operations and activities within assigned area of responsibility including special projects, research studies, budget analysis and other specialized functions.

    Administers and coordinates assigned functions or projects; participates in the development and implementation of goals, objectives, and priorities for assigned functions or programs; recommends and implements resulting policies and procedures; creates and modifies policy and procedural manuals and guidelines.

    Prepares and presents comprehensive technical, administrative, and financial analytical and statistical reports that present and interpret data, identify alternatives, and present and justify conclusions, forecasts, and recommendations based on data summaries and other findings.

    Participates in the budget development and administration for assigned area of responsibility; analyzes proposed capital, operating, and maintenance expenditures; prepares reports and analyses related to impact of budgetary decisions; prepares financial forecasts; tracks and monitors budget expenditures.

    Provides assistance in resolving operational and administration issues; identifies issues and conducts research to find alternative solutions; makes and assists in the implementation of recommendations.

    Coordinates, implements, and monitors special projects within assigned area of responsibility; performs complex research and analysis of new programs, services, policies, and procedures; prepares and presents reports.

    Plans, coordinates, and evaluates activities associated with assigned contracts; participates in research and evaluation of proposed contractual obligations and agreements; assists in contract negotiations and administration; monitors compliance with applicable contractual agreements.

    Coordinates grant administration activities; prepares, writes, reviews, and monitors grant applications; monitors existing programs for compliance with regulations.

    Analyzes federal, state, and local legislative proposals for impact on assigned operations.

    Provides staff assistance to higher-level management staff; participates on and provides staff support to a variety of committees, boards, and commissions; prepares and presents staff reports and other correspondence as appropriate and necessary.

    Coordinates and collaborates with departments, divisions and outside agencies; serves as a liaison with public and private organizations, community groups and other social organizations; provides information and serves as a resource.

    Assists in the coordination of interdepartmental and departmental activities with other City departments and divisions and with outside agencies.

    Attends and participates in professional group meetings; stays abreast of new developments within assigned area of responsibility; maintains awareness of federal, state and local regulations.

    May oversee the work of lower level administrative support staff.

    Responds to and resolves difficult and sensitive citizen complaints and inquiries.

    Performs related duties as required.
    QUALIFICATIONS
    Knowledge of:

    Communications and marketing principles and practices.
    Methods of content development and planning in support of multiple organizational needs and social media platforms.
    Graphic design and editing, desktop publishing, and word processing software, including but not limited to Adobe Creative Suite, Canva, and Microsoft Office 365.
    Printing design standards and specifications.
    Skilled in: Social media management; Create engaging content for various social media platforms (e.g., Facebook, X, Instagram, Nextdoor); and Visual storytelling principles and best practices.

    Minimum Requirements

    Management Analyst I
    Education/Training:
    A Bachelor's degree from an accredited college or university with major course work in public administration, business administration, economics, or a related field.

    Experience:
    One year (full-time equivalent) of increasingly-responsible administrative, analytical and/or budgetary experience related to assigned area. Experience in administering programs in a governmental jurisdiction is highly desirable. Previous experience within the public sector and/or large-scale organizations is highly desirable. previous experience with managing social media platforms is highly desirable.

    License or Certificate:
    Possession of, or ability to obtain, an appropriate, valid driver's license.

    Management Analyst II
    Education/Training:
    A Bachelor's degree from an accredited college or university with major course work in public administration, business administration, economics, or a related field.

    Experience:
    Three years (full-time equivalent) of increasingly responsible administrative, analytical and/or budgetary experience at a level comparable to a Management Analyst I with the City. Experience in administering programs in a governmental jurisdiction is highly desirable.

    License or Certificate:
    Possession of, or ability to obtain, an appropriate, valid driver's license.
    Completion of FEMA Basic PIO (NIMS) course within first year of employment.

    SELECTION PROCEDURE

    Applications will be screened and the most qualified candidates will be invited to appear for testing. All positions require the ability to read, write and speak English. Types of tests may include written and/or oral examination, physical agility, practical exam or other appropriate job-related selection process. When testing is completed, candidates will be ranked on an eligibility list in the order of their test score. Selection for appointments is made from names certified on the eligibility list.

    All appointments are subject to the successful completion of background investigation including LIVESCAN fingerprinting, and will be required to submit verification of the legal right to work in the United States. Qualification by a medical examination will be required at the time of appointment. After appointment, classified employees must satisfactorily complete a probationary period to be eligible for regular status. In accordance with the Immigration Reform and Control Act of 1986, all new employees must produce proof of eligibility to work in the United States within the first three days of their employment. The City of Escondido participates in E-Verify®.

    The Loyalty Oath will be administered to all new employees on their first day of hire. New employees hired into positions that require a driver's license must provide proof of a valid California Driver's License of the appropriate class level on their first day of employment.
