    ABOUT THE POSITION

    The Office of Emergency Management (OEM) is a division organized within the Marin County Fire Department. After the reorganization of the division, multiple positions and classifications were created, including Senior Emergency Management Coordinator. The Senior Emergency Management Coordinator classification focused on Emergency Management technology, Geographic Information Systems, and/or Alert and Warning Systems. In addition to these specialties, the classification supports all functions of emergency management which include Response, Mitigation, Recovery, Training and Education, and Public Outreach.

    The Senior Emergency Management Coordinator supports the Marin County OEM and may report to the Director of Emergency Management. The Senior Emergency Management Coordinator will oversee, implement, and maintain emergency response technology, maintain the readiness of the County’s emergency operations center’s systems, support staff with the deployment and maintenance of incident response platforms, coordinate with local and government agencies, and lead programs in support of Marin County’s Office of Emergency Management. The Senior Emergency Management Coordinator should be able to focus on one of program areas of OEM: Emergency Management Technology (Incident Management Systems), GIS tools, or Alert and Warning software. Some examples of duties within each program area are as follows:

    Emergency Management with a focus in GIS:
    • Supports technical tools such as AlertMarin, EOC software, GIS dashboards, and mapping platforms
    • Develops robust visual aids and dashboards to support situational awareness and information analysis
    • Program Administration & Technical Support
    • Develops and updates all-hazards emergency plans, policies, and procedures with maps
    • Supports situational awareness, logistics coordination, and field data collection
    • Provides Just-In-Time Training and support for County staff and first responders
    • Works with information systems and writes code in Python, Java, or C++.

    Emergency Management with a focus in Alert and Warning:
    • Keeps informed of IPAWS protocols.
    • Monitors compliance with local state and federal regulations related to Alert and Warning.
    • Utilizes and integrates technology in emergency response and implements these technologies efficiently and effectively.
    • Engages with the public and stakeholder organizations to identify and develop effective outreach strategies and create a holistic Alert and Warning program for the County.
    • Works with a wide variety of situations (field, office, EOC) and disciplines (law enforcement, fire services, and emergency medical personnel).
    • Works with information systems and can code in Python, Java, or C++.
    • Interprets laws, rules, and regulations governing public communication and warnings.
    • Utilizes information technology, including but not limited to radio communication systems, software, and hardware related to emergency management and communication.

    The incumbent is eligible to assume the paid on-call Duty Officer role on a rotational timeframe (example - 24 hours a day, for approximately 1 week per month).

    There is currently one (1) full time regular hire vacancy within the Office of Emergency Management. The general duties and minimum requirements of this position are described in the class specification .

    Our Highly Qualified Candidate: The highly qualified candidate exercises substantial initiative, judgment and expertise in the performance of their duties, digs beneath the obvious to get at the facts, even when not asked to do so, strategically creates opportunities or minimizes potential problems by anticipating and preparing for these in advance, seeks out and/or accepts additional responsibilities in the context of the position.

    The ideal candidate has managed highly-technical projects successfully, including project resources, and delivering project outcomes on schedule. They have strong strategy and writing skills with experience preparing a variety of reports and project updates. The highly qualified candidate will also have experience teaching complex systems and public speaking. The ideal candidate has experience serving within or in close coordination with a city or county emergency operations center and managing community-based programs or services. The ideal candidate will demonstrate the ability to effectively communicate and maintain successful working relationships with local public agencies, county personnel and members of the public.

    The highly qualified candidate will have knowledge of the principles and practices of emergency operations centers (EOCs); EOC activation protocols and local emergency proclamations; and the technology that is utilized within a modern emergency management environment. They will be proficient in the management and use of Incident Management Systems (preferably WebEOC and ESRI Solutions), Microsoft services and solutions, and Microsoft Office 365 (preferably Microsoft Word, Excel and Outlook).

    Additionally, they will have the ability to establish and maintain effective working relationships with staff at all levels of the organization and people from broad and diverse backgrounds. Lastly, the ideal candidate thrives in a team environment and is welcoming and client focused.

    QUALIFICATIONS


    Knowledge of:
    • Principles, practices, purposes, scopes, and techniques of various phases of disaster planning and plan writing.
    • Techniques of administrative analysis, strategic planning, resource allocation, system analysis, needs analysis and process improvement.
    • Statistical and research methods and the sources of information and data related to disaster planning.
    • Emergency services administration, program development and evaluation.
    • Applicable local, state, and federal laws and regulations related to emergency planning, preparedness, safety, and Alert and Warning.
    • Governmental organization and public agency administration.
    • Strategies for major disaster and/or emergency preparedness planning.
    • Typical office technology and other relevant computer program applications (i.e. alert and warning systems, EOC Software, GIS dashboards, mapping platforms); technology trends and techniques in the areas of emergency and disaster preparedness, response, relief, and recovery.

    Ability to:
    • Collect, analyze, and interpret data pertaining to emergency outreach, planning, and training and education.
    • Determine emergency service and disaster preparedness program objectives, priorities, and approaches. Formulate and implement county-wide emergency plans.
    • Prioritize, plan, assign and coordinate work assignments and projects.
    • Design a plan for the accomplishment of specific objectives.
    • Assign and review the work of professional, technical or support staff on a project or day-to-day basis; train staff in procedures; provide input into personnel matters
    • Speak and write effectively for both lay and technical persons.
    • Make appropriate, effective, and quick decisions on a wide variety of matters; evaluate alternative courses of action and make decisions under pressure during a disaster and emergency situations.
    • Analyze and evaluate statistical data and reports related to emergency services.
    • Communicate effectively including oral presentations and written communications during a disaster and emergency situations to both lay and technical persons.
    • Develop and implement policies, plans and procedures for monitoring and evaluating responses in time of emergency or disaster.
    • Communicate effectively at all levels internally to the county and externally to customers, ensuring that technical concepts are understood.

    MINIMUM QUALIFICATIONS:

    Equivalent to graduation from a four-year college or university with major coursework in emergency management, public safety, business, law, public administration, or a field closely related to the work and three years of professional experience in emergency management, community-based outreach or education, policy development and implementation, program design and management, or a related field. One (1) year of the required experience must be in the area of emergency management planning.

    Experience serving within or in close coordination with a city or county emergency operations center and managing community-based programs or services is desirable. Additional experience as outlined above may be substituted for the education on a year-for-year basis.

    Certificates and Licenses :

    Possession of a valid California driver's license is required. Employees who drive on County business to carry out job-related duties must possess a valid California driver's license for the class of vehicle driven and meet automobile insurability requirements of the County including review of a recent DMV history.
