Full-time position available with the Office of the City Manager, Office of Emergency Management located at 635 Woodland Avenue
Salary Range: $4,619-$6,928/month
Normal Work Days/Hours: Monday-Friday, 8:00 a.m.-5:00 p.m.; hours and days may vary

Responsibilities
- Recommends and develops changes to the existing Local Emergency Operations Plan (LEOP) and other city-maintained plans that will improve the City's ability to respond to emergency situations while complying with federal and state requirements.
- Assists in volunteer management including curriculum development, delivery of training courses, and conducting outreach sessions.
- Conducts research and applies currently accepted standards of emergency management methodologies to recommend and draft local emergency response plan revisions and additions in order to meet federal and state required objectives which include oversight of contractual planning consultants.
- Assists in the coordination of the city-wide continuity of operations planning (COOP) project.
- Coordinates regional emergency planning efforts on behalf of the City.
- Monitors and relays information regarding revised and new planning guidance.
- Participates in plan audits and the local, state and federal levels.
- Reviews and makes recommendations on plans for non-government and private sector agencies.
- Updates and maintains records, ensuring the office follows current record retention schedule practices.
- Assists with coordination of emergency preparedness activities, including outreach at all levels of government, community groups, schools, businesses and individuals.
- Operates in an Emergency Operations Center in a variety of roles including Planning Section
- Conducts radio transmissions,
- Participates in the rotational duty officer program. The duty officer is responsible for monitoring local conditions, activating the EOC as necessary, and coordinating the EOC role in response operations during off business hours. Duty is rotated on a weekly basis.
- Performs, or assists with other emergency management duties as assigned.
Qualifications
REQUIRES an accredited Bachelor's degree and 3 years of professional experience in business or public sector administration to include at least 2 years performing administrative and/or supervisory work involving more complex projects or programs; OR an equivalent combination of qualifying education and experience with at least 2 years performing administrative and/or supervisory work involving more complex projects or programs.
Preference given for an accredited Bachelor's degree in Emergency Management or related field and 3 years of experience in emergency management - 7 years of experience may be substituted for the degree; at least 1 year of experience in volunteer management; familiarity with FEMA guidelines for emergency planning and operations and expereince in overseeing contractors and stakeholders in development of plans. The minimum education requirement for positions that allow for experience equivalency for an accredited degree is a high school diploma. Unless otherwise specified, an accredited degree must be obtained from a college or university listed with the U.S. Department of Education and recognized by the U.S. Secretary of Education.
For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained.
Successful completion of a pre-employment criminal history/background check is required for all positions. Some positions require a post offer drug screen and/or physical.
If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
