    THE PROGRAM
    Our agency's mission is to "Transform Lives Through the True Power of Child Support." The Ventura County Department of Child Support Services Program (VCDCSS) was established in 1975 to provide children with the financial, medical, and emotional support they need to help ensure a bright future. Child support payments help provide children with food, shelter, clothing, and other necessities. By providing the means for many families to meet their most basic financial needs, the program is a critical part of efforts to fight poverty in California. In addition, public assistance recipients are required to open a child support case, with collections being used to recoup the government's cost of providing that assistance. California's program is administered by 49 local child support agencies (called LCSAs) and operates under the oversight of the California Department of Child Support Services (DCSS). DCSS is committed to cultivating a diverse, equitable, and inclusive workforce in all departments.

    THE POSITION
    The DCSS Human Resources Supervisor will lead the department's human resources initiatives with key responsibilities in leadership and team management, leave of absence administration and recruitment and talent acquisition. This dynamic professional will thrive in a fast-paced environment and is passionate about building a resilient and engaged workforce

    PAYROLL TITLE
    Administrative Assistant IV

    EDUCATIONAL INCENTIVE
    Possible educational incentive of 2.5%, 3.5%, or 5% based on completing an Associate's, Bachelor's, or Master's degree.

    BILINGUAL INCENTIVE
    Depending upon operational needs and certification skills, incumbents may also be eligible for bilingual incentives.

    Administrative Assistant IV is an exempt classification and is not eligible for overtime compensation.

    Examples Of Duties

    • Supervises and mentors HR Staff, fostering a collaborative and high-performing team culture
    • Serves as strategic advisor to Senior Leadership on HR best practices and workforce planning
    • Leads HR initiatives that support organizational goals and employee engagement
    • Oversees all leave of absence programs including FMLA, ADA, parental leave and other statutory or county-sponsored leaves.
    • Ensures compliance of federal, state and local leave laws and maintains accurate documentation
    • Acts as liaison between employees, managers and third-party administrators to ensure smooth leave processes.
    • Develops and executes effective recruitment strategies to attract top talent
    • Partners with hiring managers to define job requirements, conducts interviews and manages the full cycle hiring process
    • Promotes departmental branding and diversity hiring interviews
    • Analyzes and prepares a variety of reports and correspondence
    • Performs other duties as assigned



    Typical Qualifications

    These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

    EDUCATION, TRAINING, and EXPERIENCE
    Considerable experience in Human Resource administration specifically in the areas of recruitment & selection and leave of absence (LOA) administration which would lead to the acquisition of the required knowledge, skills and abilities.

    An example of the required knowledge, skills, and abilities can be demonstrated by five (5) or more years of progressively responsible human resources experience with at least one (1) or more years in a supervisory or managerial role.

    NECESSARY SPECIAL REQUIREMENTS
    • Knowledge of employment laws
    • Experience in Leave of Absence Administration which includes oversight of all leave of absence programs including FMLA, ADA, parental leave and other statutory or government sponsored leaves
    • Proficiency with Outlook, Word, Excel and PowerPoint
    • Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire
    DESIRED EXPERIENCE
    • Experience with HR software programs such as NEOGOV or other similar applicant tracking onboarding workflows
    • Experience with Leave of Absence software programs such as Absence Soft or other similar benefit systems
    • Experience with Oracle HCM Cloud, Workday HCM, ADP Workforce Now or other human capital management and enterprise-level HR solution programs
    • HR Certifications i.e. SHRM-CP, SHRM-SCP, PHR, SPHR
    Knowledge, Skills, and Abilities:

    Considerable knowledge of:
    State, Federal and local laws, regulations related to leave of absence (FMLA, ADA, etc.), and regulations related to general HR Administration, union agreements (MOU’s) and civil service regulations; recruitment and hiring processes, workforce planning and employee relations strategies; principles and practices of supervision.

    Considerable skill in:
    Supervision to meet multiple business objectives while maintaining accuracy and efficiency; handling workplace issues effectively to make strategic decisions; managing Human Resources metrics to assess workforce efficiency and make recommendations; strong verbal and written communication, active listening and relationship building with staff, community and business partners; computer software programs such as Microsoft (Outlook, Word, Excel, PowerPoint) and Adobe products; applicant tracking software such as NEOGOV and Human Resource Management Systems such as Peoplesoft (Ventura County Human Resources Payroll System).

    Considerable ability to:
    Align Human Resources practices with business goals and anticipate staffing needs based on departmental changes and demands; handle sensitive personnel issues with discretion and integrity; ensue departmental and County policies comply with labor laws and standards; apply and interpret human resources and administrative rules, laws and regulations including (but not limited to) fair employment practices, County Rules and Regulations, Memorandums of Agreements, civil service rules and regulations

    APPLICATION EVALUATION - qualifying
    All applications will be reviewed to determine whether the stated requirements are met. Those individuals meeting the stated requirements will be invited to continue to the next step in the screening and selection process.

    TRAINING & EXPERIENCE EVALUATION
    A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.

    NOTE: The selection process will likely consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence.

    ORAL EXAMINATION - 100%
    A job-related Oral Examination may be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

    NOTE: If there are three (3) or fewer qualified applicants, an exam will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

    The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term) vacancies within the Department of Child Support Services for this position only. There is currently one (1) Regular vacancy.

    Candidates successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
