    This position is located in Sacramento.

    Under general direction of the Chief Information Officer (CIO), the Information Technology Manager I (ITM I), Chief Project Officer, has full management responsibility for the Project Management Office (PMO) and provides overall direction in planning, organizing, leading and overseeing all activities associated with IT project management, business analysis, and quality management functions to deliver IT projects ensuring customer needs are met. The incumbent develops and maintains IT polices, processes, procedures, standards, and guidelines for PMO functions and collaborates with the CIO to envision and execute the IT strategic plans and roadmaps to support the department's business needs. This position will provide services from IT domains of Business Technology Management, Software Engineering, System Engineering, and Information Technology Project Management.

    • Demonstrated project management experience with applied knowledge of the State of California project management standards, methodologies, tools, and processes.
    • Experience managing and leading project management, business analysis, quality assurance, and quality management teams.
    • Applied knowledge of Project Management Body of Knowledge (PMBOK), California Project Management Framework (CA-PMF), and modern IT Systems Development Life Cycle methodologies
    • Applied knowledge of State Project Approval Lifecycle (PAL) and budget change proposal processes.
    • Experience managing IT project portfolio providing oversight to all phases of IT projects from initiation, planning, execution through closure.
    • Effective communicator and active listener who can ask relevant questions and present information appropriate to the audience and setting.
    • Demonstrated ability to understand and evaluate concepts and recommendations related to technical options from multi-disciplinary teams to assist with decision making.
    • Experience developing and maintaining effective working relationships with executives, managers, and staff from diverse program areas.
    • Strong leader with solid sense of responsibility, accountability and integrity who anticipates needs and proactively implements strategies to meet them.
    • Demonstrated ability to motivate, develop, and direct people in the performance of their work to improve the work environment, the quality of work, and increase productivity.
    • Experience working with executive-level stakeholders and achieving stakeholder buy-in for the proposed IT solutions.
    • Experience establishing and enforcing project management standards & processes.
    • Experience working with oversight agencies.
    • Experience with project prioritization and governance.
    • Experience in resource planning and procuring IT services .
    • Experience managing IT contracts and vendor staff.
