    AN OUTSTANDING CAREER OPPORTUNITY

The City of San Antonio is seeking a dynamic and experienced financial executive to serve as its next Deputy Chief Financial Officer. This is a rare opportunity to help lead the financial operations of one of the nation’s largest and most professionally managed cities. With a $3.9 billion annual budget for the current fiscal year, 14,000 employees, ambitious investments in enterprise financial systems and transformational capital investments, San Antonio offers the next Deputy CFO the chance to make a citywide impact. The selected candidate will play a central role in advancing financial strategy, overseeing core functions of the Finance Department, and guiding the City through the implementation and optimization of its SAP-based ERP platform. For a strategic, forward-thinking leader, this role offers both challenge and reward at the highest level of public service.

    ABOUT SAN ANTONIO

The City of San Antonio is the nation’s 7th largest city and is home to more than 1.5 million residents. Located in South Central Texas, approximately 140 miles from the gulf coast, San Antonio offers its residents one of the most attractive and affordable lifestyles in the country. Residents enjoy one of the lowest tax rates in the state as well as a plentiful supply of high-quality housing and low utility rates. The economy of San Antonio is an excellent mix of business services, manufacturing, health care, communications, corporate and regional offices, government, and the convention and tourism industry. San Antonio is also home to one of the largest concentrations of military bases in the United States. One of the nation's fastest growing cities, San Antonio is rich in recreational and cultural opportunities with over 16,000 acres of public parks and approximately 150 miles of trails, over 50 museums and galleries, and home to the 5-time champion San Antonio Spurs. The Historic San Antonio Missions are Texas’ only UNESCO World Heritage site, and is a UNESCO designated Creative City of Gastronomy.

    THE DEPARTMENT

The Finance Department provides quality, efficient, and accurate financial and procurement services and is focused on delivering excellence in organizational and community needs. The department has a fiduciary responsibility to safeguard the City’s financial assets and manage its financial resources in accordance with the goals of the City Council and City Manager, and in compliance with applicable laws and generally accepted accounting and financial principles.

Led by Chief Financial Officer Troy Elliott with 248 employees, the department provides a wide range of professional services including: Accounting, Financial Management, Purchasing and Central [Mail & Print] Services, Public Utilities, Compliance and Resolution, and Fiscal Shared Services.

    THE POSITION

Reporting to the Chief Financial Officer, the Deputy Chief Financial Officer (Deputy CFO) plays a critical leadership role in advancing the City’s financial strategy, systems, and operations. The Deputy CFO will assist in overseeing key functions within the Finance Department—including City Wide Procurement, Financial Management, Accounting, Payroll, Accounts Payable, and Public Utilities—and serves as a strategic partner to departments citywide. The Deputy CFO will also play a key role in the implementation and ongoing optimization of the City’s enterprise financial systems. Key responsibilities include supporting the CFO in shaping and executing citywide financial strategies; overseeing daily operations across all financial divisions; playing a key role in implementation and optimization of SAP S/4HANA for financial management and SAP Ariba for procurement; directly supervising Finance Assistant Directors and promoting a high-performing, accountable culture; and participating in developing and administering the departmental budget.

The ideal candidate will be an experienced and forward-thinking public finance professional who brings strong technical acumen, a collaborative approach, and a deep commitment to public service. This individual will pair a solid foundation in traditional public agency finance with a modern, service-oriented mindset—capable of building trust across departments, modernizing systems, and fostering a positive workplace culture. The successful candidate will be energetic, strategic, and personable, with a long-term career trajectory and an ability to thrive in a collegial and dynamic environment.
