The system provides access to health care to all residents of our county, with special emphasis on providing access to care for the underserved and those facing barriers. Santa Paula Hospital offers a comprehensive list of inpatient and outpatient services and full-service departments for diagnostic procedure, treatment, aftercare and ongoing care.

    THE POSITION: Under direction, the Maternal-Child Health Nurse II is responsible for providing professional direct or indirect nursing care to patients within a single designated department dedicated to mothers, infants, and children. Assignments may be in one of the following areas: Obstetrics (OB), Labor & Delivery (L&D), Neonatal Intensive Care Unit (NICU), Pediatrics Intensive Care Unit (PICU), or Pediatrics (Peds). The registered nurse performs the full range of professional nursing duties. Employees in this class make independent nursing judgments while following orders of physicians or supervisory nursing staff and working within established nursing procedures for their assigned program. Nursing practice at this level demonstrates the application of intermediate assessment skills; independent judgment and action; and adherence to patient privacy, confidentiality, and security guidelines. Incumbents are expected to work at the full scope of their licensure providing clinical care with a decreasing amount of supervision commensurate with their experience. The Per Diem Nurse is distinguished from the Registered Nurse classification in that Per Diem Nurses are scheduled to work on an as-needed basis (intermittent) to supplement staffing needs.

They thrive in fast-paced, emotionally sensitive environments, consistently upholding the highest standards of patient safety, privacy, and confidentiality. Additionally, they are adaptable, team-oriented, and contribute to the hospital's mission of delivering inclusive, high-quality care to women, infants, and children.

    WHAT WE OFFER: The County of Ventura offers an attractive compensation and benefits package, subject to eligibility requirements, that includes:

    Registered Nurse II:
    • Education Incentive: Possible educational incentive of 2.5% for completion of an associate's degree, 3.5% for completion of a bachelor's degree, or 5% for completion of a graduate's degree.
    • Bilingual Incentive: Incumbents may be eligible for bilingual incentive depending upon operational need and certification of skill. Proficiency levels by exam are $0.69/hour (Level I), $1.00/hour (Level II), or $1.32/hour (Level III).
    • Certification Pay: $0.813 per hour based on scheduled work week hours for each qualified certification up to a maximum of five (5) certifications. One of the five certifications may be paid at $2.00 per hour for a National Certification. List provided in the CNA MOA, Exhibit 9
    • Evening Shift Differential: 7.5%
    • Night Shift Differential: 15%
    • Weekend Shift Differential: $2.00 per hour
    • Continuous County Service Incentive: 1% for 7 years, 1.25% for 12 years and 1.5% for 17 years
    • Preceptor Pay: $2.50 per hour
    • House Supervisor Pay: $4.00 per hour
    • Charge Nurse Premium Pay: $1.50 per hour
    • Float Nurse Premium Pay: $3.50 per hour
    • In-House Registry Pay:
      • Non-overtime is $1.75 straight time base hourly rate.
      • Overtime is 2 time base pay straight time base hourly rate.
    • Standby Premium Pay: ¼ of regular hourly wage or Federal minimum wage (whichever is greater)
    • Flexible Credit Allowance: Biweekly contribution towards medical, dental, and/or vision insurance from authorized plans.
    • Pension Plan: Participate in the County's defined benefit pension plan that provides lifetime payments to retirees. Members are "vested" after attaining five years of retirement service credit. If eligible, you may establish reciprocity with other public retirement systems such as CalPERS.
    • Holidays: 12 paid days per year which includes a scheduled floating holiday.

    Per Diem Registered Nurse II:
    • Education Incentive: Possible educational incentive of $1.25 or $1.75 based on completion of a Bachelor's or Master's degree.
    • Bilingual Incentive: Incumbents may be eligible for bilingual incentive depending upon operational need and certification of skill. Proficiency levels by exam are $0.69/hour (Level I), $1.00/hour (Level II), or $1.32/hour (Level III).
    • Certification Pay: Possible educational incentive of $1.25 or $1.75 based on completion of a Bachelor's or Master's degree.
    • Evening Shift Differential: 7.5%
    • Night Shift Differential: 15%

    • Health Care Plan: Per Diem employees may purchase the Ventura County Health Care Plan (VCHCP) at their own expense.
    • Holidays: 11 days per year eligible for premium pay at the rate of time and one-half for all hours worked on the holiday.

    APPROXIMATE SALARIES:
    Registered Nurse II: $52.07 - $62.27
    Per Diem Registered Nurse II: $52.75 - $69.62

    Registered Nurse II & Per Diem Registered Nurse II are represented by the California Nurses Association (CNA) and are eligible for overtime compensation. Salary placement will de determined according to the current California Nurse's Association (CNA) memorandum of agreement.

    The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this position only. There are currently five (5) vacancies.

    Examples Of Duties

    Duties may include but are not limited to:

    Registered Nurse II & Per Diem Registered Nurse II
    • Uses the full scope of the Nurse Practice Act to assess, plan, organize, and provide nursing care to assigned patients;
    • Follows prescribed doctors' orders concerning treatments and medications;
    • Documents patient treatment and dispensing; makes patient observations; records and reports on all pertinent information, including changes in patient condition and general progress;
    • Provides follow-through on judgment within the scope of accepted nursing practice;
    • Assists doctors in examination and treatment;
    • Provides unit organization and is responsible for completion of all delegated and indicated nursing duties by the end of the assigned shift;
    • Assists in training, supervision and evaluation of new and ancillary personnel;
    • Maintains current knowledge of nursing care developments and therapeutic measures; attends department in-services and staff development programs;
    • In Ambulatory Medicine areas, provides physician assistance and patient care as indicated and required;
    • As surgical nurse, orders, arranges and provides operating room instruments and supplies for surgeons, maintains sterility, positions patients for surgery, obtains x-rays and medications, maintains records and prepares reports;
    • May participate in quality assurance/utilization review or other non-direct patient care nursing assignments; and
    • Performs other related duties as required.


    Typical Qualifications

    These are the entrance requirements to the exam process and ensure neither continuance in the process nor placement on an eligible list.

    EDUCATION, TRAINING, and EXPERIENCE:
    Requires six (6) months of recent full-time acute care registered nursing experience in obstetrics, labor & delivery, NICU, PICU or pediatrics, or completion of the Ventura County Medical Center competency requirements as evaluated and approved by the Chief Nursing Executive.

    *These competency requirements are in conformance with the California Board of Registered Nurses nursing requirements.

    NECESSARY SPECIAL REQUIREMENTS:
    • Must possess and maintain a current, valid license as a Registered Nurse issued by the State of California, or Registered Nurse licensure in another state with California licensure pending.
    • Must have a current, valid Basic Life Support (BLS/CPR) certification by first day of employment.
    • Must possess a current, valid Neonatal Resuscitation Provider (NRP) certification by first day of employment, if assigned to NICU may obtain within six (6) months of hire.
    • Must receive certification for Advanced Cardiac Life Support (ACLS) and Advanced Fetal Monitoring within six (6) months of hire.
    • Must possess Pediatric Advanced Life Support (PALS) certification within six (6) months of hire.
    • Must possess APHON Pediatric Chemotherapy/Biotherapy certification within six (6) months of hire.

    KNOWLEDGE, SKILLS and ABILITIES:
    Working to thorough knowledge of (depending on employment status):
    • the theory, techniques, and practices of professional nursing;
    • medical terminology and hospital routine and equipment; and
    • medicines and narcotics.

    Working ability to:
    • plan and organize nursing care;
    • train and supervise non-professional staff;
    • establish and maintain the confidence of patients and staff;
    • maintain confidentiality of patient/client information;
    • work effectively in different healthcare and/or hospital departments or shifts as required;
    • establish and maintain effective interpersonal relations with other staff members, patients, and their families; and
    • communicate effectively both orally and in writing.
