    Senior Construction Inspector

    The Public Works Department
    The Public Works Department consists of Design Engineering, Development Engineering, Construction, Civic Facilities, Transportation, Survey, and Real Property sections. The department reviews all proposed land development projects in the City and executes the design and construction of public projects such as streets, parks, and public buildings.

    Class Specification
    Definition

    Under direction, inspects public works streets, highways, bridges, parks and related construction projects for compliance with plans and specifications; performs related duties as required.

    Class Characteristics

    This is a fully qualified journey level classification in the Engineering Division of the Public Works Department. Positions in this classification are characterized by the responsibility to act as resident inspectors on assigned projects; work independently to plan and organize their work; review is periodic, usually upon employee initiative when important problems, significant changes from past procedures, or policy implication questions are involved. It is distinguished from Construction Inspector by the responsibility to perform fully qualified journey level work for the entire spectrum of Public Works construction projects and to provide training and technical expertise to Construction Inspector staff.

    Essential Functions

    Essential Functions

    • Reviews construction plans, specifications, encroachment permits and other plans affecting assigned projects.
    • Meets and discusses construction details and problems with contractors and other agencies.
    • Conducts inspections of construction materials, grade elevation, underground facilities, construction safety precautions, concrete structures, street light installations, traffic signal installations traffic control devices, and erosion and siltation control installations to determine compliance with contract plans and specifications, and with city and other governmental regulations.
    • Makes field measurements of quantities in place.
    • Prepares and monitors the correction of project deficiencies.
    • Coordinates materials testing and construction survey activities.
    • Identifies and recommends the approval of necessary contract and/or design adjustments to accommodate field conditions.
    • Approves field adjustments.
    • Evaluates work in progress for compliance with safety standards.
    • Stops or rejects construction work.
    • Maintains daily diary and field records of materials and quantities used.
    • Calculates and recommends formal approval of appropriate progress payments to contractors for work completed.
    • Investigates citizen complaints related to encroachment or grading violations.
    • Leads the work of other Inspectors.
    • Performs field or office work related to construction inspection duties.

    Minimum Qualifications

    Knowledge, Skills and Abilities

    Knowledge of: Accepted industry standards, terminology, and procedures for public works construction projects; characteristics of materials commonly used in street and highway construction; surveying and construction staking (grade-setting and checking) practices; soils and construction material characteristics; construction safety standards; Cal Trans Traffic Control Devices Manual; Cal Trans standard specifications; blueprint reading; report writing; traffic safety.

    Skill in: Driving an automobile on paved and unpaved surfaces; operating surveying equipment; preparing field sketches.

    Ability to: Perform mathematical calculations up through plain geometry and trigonometry; read maps, plans and drawings; determine and verify elevations using hand level and calculator involving algebraic functions; resolve conflicts; learn city encroachment and underground ordinances; identify problems, evaluate alternatives and arrive at logical decisions; communicate effectively with individuals from a variety of cultural and socio-economic backgrounds both orally and in writing; read and interpret blueprints, complex regulations, and technical documents, including plans and specifications; understand and use standard engineering and hand held tools used in Public Works Construction Inspection.

    Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.

    Education/Experience

    Any combination of education and/or experience that has provided the knowledge and skills necessary to satisfactory job performance would be qualifying. A typical way to obtain the required knowledge and skills would be: Graduation from high school and six (6) years experience in street/highway construction and training in a field related to the inspection of construction (i.e. public works project surveying, materials testing, and/or paving), including at least two (2) years' experience performing duties of a construction inspector.

    Licenses/Certificates/Special Requirements

    Possession of a valid Class C California Driver's License is required. Failure to maintain this license shall result in discipline up to and including termination.

    The Organization

    The City of Fremont is a full-service general law city operating under a Council-Manager form of government that combines the civic leadership of elected officials with the managerial experience of an appointed City Manager. Policy-making and legislative authority are vested in a seven-member city council. Six Councilmembers are elected on a by-district basis, with the Mayor separately elected to a four-year term by a citywide vote.

     

    The City Council appoints the City Manager and City Attorney. The City Manager is responsible for implementing City Council policy and administering the day-to-day operations and affairs of the City in a businesslike and prudent manner. The City Attorney serves as chief legal advisor to the City, providing transactional and litigation services to the City, as represented by the City Council, City advisory bodies, and City departments.
