    The Project & Facilities Management Department (PFMD) is a team of dedicated professionals responsible for designing, building, and maintaining San Bernardino County’s vast infrastructure—over 250 facilities supporting critical public services. Our work directly impacts departments such as Arrowhead Regional Medical Center, Fire Protection District, Sheriff, Probation, Regional Parks, County Administrative Offices, Libraries, Museums, and more!

    PFMD has a current opening for a Supervising Capital Improvement Project Manager to oversee the San Bernardino County Fire Protection District’s (SBCFPD) capital project portfolio. This is a unique opportunity to lead a team of project managers dedicated to delivering fire stations, training centers, and emergency response facilities that support the firefighters who protect our communities every day.

    As Portfolio Manager, you will:
    • Lead & Manage - Oversee a team of project managers delivering SBCFPD capital improvement projects.
    • Drive Project Success - Ensure projects are completed on time, within budget, and to the highest standards.
    • Strategize & Optimize - Develop and implement strategies to streamline project delivery and improve processes.
    • Collaborate Across Departments - Work closely with Fire Department leadership, contractors, and County agencies to meet operational needs.
    • Ensure Firefighter-Ready Facilities - Deliver fire stations, emergency response centers, and training facilities that enhance public safety and firefighter effectiveness.

    CONDITIONS OF EMPLOYMENT

    Pre-Employment Process: Applicants must successfully pass a background check and a job-related physical exam, including a drug test, prior to employment.

    Travel: Travel throughout the County may be required. Employees will be required to make provision for transportation. A valid California Class C driver's license and proof of automobile liability insurance must be produced and maintained for the individual providing the transportation.

    Minimum Requirements

    EXPERIENCE: Five (5) years performing professional duties related to project management, which involved design, procurement and construction of facilities for a public agency; two (2) years must be at the Senior level, with responsibility supervising/leading staff. Experience may be concurrent.


    -AND-


    EDUCATION: Bachelor's Degree or equivalent in Project Management, Construction Management, Architecture, Engineering, or a closely related field.

    Education Substitution: An additional two (2) years of qualifying experience as described above may substitute for the required education.

    Desired Qualifications

    The ideal candidate will have extensive experience with public agency capital improvement projects, from inception to completion, along with a strong background in construction and inspection. Supervision experience over other project managers is highly desirable.

    Key Competencies & Skills of the Ideal Candidate:
    • Leadership & Decision-Making: Ability to lead multidisciplinary teams and make strategic decisions under pressure.
    • Technical Expertise: Strong understanding of construction processes, fire station design standards, and municipal capital project management.
    • Financial Acumen: Proficiency in capital budgeting, cost control, and financial forecasting for large-scale projects.
    • Communication & Negotiation: Ability to engage with County officials, contractors, and community stakeholders effectively.
    • Problem-Solving: Adept at identifying challenges and developing solutions to ensure successful project completion.
