    Position/Program Information

    TYPE OF RECRUITMENT: OPEN COMPETITIVE - EMERGENCY

    The LA County Board of Supervisors has unanimously ratified a Proclamation of Local Emergency in response to the windstorms and wildfires , including the Palisades and Eaton Fires, that have devastated communities across the County. We are looking for qualified and passionate individuals to assist the County in mobilizing resources and support needed to help our residents recover and rebuild.     The Department of Public Works is seeking qualified candidates to fill an emergency Assistant Chief, Fiscal Division, Public Worksvacancy related to this unprecedented natural disaster.

    Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

    Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

    Those who successfully pass the assessment will be considered for permanent appointment to Assistant Chief, Fiscal Division, Public Works.

    Essential Job Functions

    An Assistant Chief, Fiscal Division, Public Works for this vacancy is responsible for a combination of the following job functions:
    • Assists in planning, organizing, directing, and evaluating the effectiveness of Fiscal Division operations.
    • Directs the planning, development, and implementation of core accounting procedures, standards, and controls and evaluates their effectiveness.
    • Oversees the invoicing and collection of revenue from contract cities, customers, grants, governmental agencies, and other sources to ensure the receipt of funds in a timely, accurate, and cost-effective manner.
    • Directs revenue management operations to ensure that accurate recording and timely deposit of incoming funds and revenues, and their proper classification by source, program, and fund to ensure accurate tracking and reporting of the Department's financial condition.
    • Oversees accounts payable activities to ensure payment of bills and invoices in an accurate and timely manner and take advantage of proffered discounts.
    • Directs administration of an expenditures management system to ensure accurate application of costs to appropriate funds, programs, and jobs and establish overhead and equipment usage rates sufficient to enable cost recovery.
    • Assists in providing advice to Departmental management regarding revenue estimates and expenditures and the analyses of project cost estimates; participates in the development of plans for the internal reallocation of funds to meet changing departmental priorities.
    • Participates in the direction of accounting systems and procedures studies, cost studies of Departmental operations, and the preparation of reports of findings, and recommends approval for implementation of findings.
    • Assists in developing and implementing new and revised policies and procedures in order to effect maximum operational efficiency and reduce costs.
    • Analyzes and interprets the accounting provisions of laws and regulations and recommends steps for their implementation to ensure compliance; evaluates their impact on Departmental programs.
    • Assists in directing the preparation of technical analyses, projects, and financial reports.

    Requirements

    MINIMUM REQUIREMENTS:

    Graduation from an accredited college with 21 semester or 32 quarter units of accounting including courses in cost accounting, governmental accounting, or auditing* -AND- Either (1) One year of highly responsible fiscal administrative experience at the level of Fiscal Officer I** or higher, or (2) Two years of supervising accounting experience at the level of Senior Accountant-Auditor***, Senior Accounting Systems Analyst****, Accounting Officer II*****, or higher.

    LICENSE:
    A valid California Class C Driver License or the ability to utilize an alternative method or transportation when needed to carry out job-related essential functions.

    PHYSICAL EXPECTATIONS:
    Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    ** Experience at the level of Los Angeles County's class of Fiscal Officer I is defined as: Directs the work of a moderate sized staff (20 or more) (A) in the operation of a moderate to large scale complex accounting program through a subordinate accounting officer or accountant functioning at a responsible level and (B) in the work of a group of related activities; and (C) in addition, has major substantive non-accounting financial or budgetary responsibility in a service department or institution having an annual budget of over $10,000,000 or a finance centered department having annual cash transactions exceeding $25,000,000 .     *** Experience at the level of Los Angeles County's class of Senior Accountant-Auditor is defined as: Supervises and conducts management, performance, financial, and compliance audits and other studies of County departments and contract providers.     **** Experience at the level of Los Angeles County's class of Senior Accounting Systems Analyst is defined as: Acts as lead analyst and performs the more complex accounting systems analysis.     ***** Experience at the level of Los Angeles County's class of Accounting Officer II is defined as: Performs professional accounting work and directs a moderate sized staff (20 or more) in the operation of a moderate to large scale complex accounting program and in the work of a group of related activities of a department. In determining the scale and complexity of the accounting program the following factors are considered: The number and diversity of accounts from the County's standard accounting system utilized in departmental operations; the degree and kind of departmental supplementation of the County's standard system, examples of which would include specialized cost accounting, proprietary accounting, and asset, liability, trust, or revenue accounting sub-systems; the kind and level of cost accounting work; types of reports required to meet legal requirements, management information needs, and the like; responsibility for an external auditing program or an internal audit program approaching in complexity the former; and the extent, if any, of an ongoing program of internal accounting systems and procedures development.
