    Description

    Under the direction of the Pathologist and Laboratory Manager, performs a variety of standardized chemical, microscopic, bacteriological, and other technical analyses within the clinical laboratory. Additionally, is responsible for supervising laboratory operations, including quality control, inventory management, workflow oversight, and equipment maintenance for one of the specialty areas: Chemistry, Hematology, Bacteriology, Blood Bank, or overall supervision of the P.M. shift.

    DISTINGUISHING CHARACTERISTICS: This class differs from the Clinical Laboratory Scientist II in that the former has supervisory responsibility for managing specialized areas of the laboratory.

    WHAT WE OFFER: The County of Ventura offers an attractive compensation and benefits package, subject to eligibility requirements, that includes:
    • Bilingual Incentive - Incumbents may be eligible for bilingual incentive depending upon operational needs and certification of skill.
    • Educational Incentive - Incumbents may also be eligible for an educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor’s degree, or 5% for completion of a graduate degree for educational attainments not specifically required by the position.
    • Evening Shift Differential - 7.5%
    • Night Shift Differential - 15%
    • Standby Premium Pay - 1/4 of regular hourly wage or Federal minimum wage (whichever is greater)
    • Vacation Accrual - New regular, full-time employees shall accrue approximately 14 days of vacation a year for the first 10,400 hours which is approximately 5 years of service.
    • Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan.
    • Health Plans - Full-time employees are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans.
    • Flexible Spending Accounts - Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses.
    • Pension Plan - Both the County and employees contribute to the County's Retirement Plan and to Social Security. If eligible, reciprocity may be established with other public retirement systems, such as PERS.
    • Holidays - 12 paid days per year which includes a scheduled floating holiday

    PAYROLL TITLE: Clinical Laboratory Scientist III

    Clinical Laboratory Scientist III is represented by the Service Employees' International Union (SEIU) and is eligible for overtime compensation.

    The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-Term), Per Diem Pool, Intermittent, and Extra-Help vacancies within the Health Care Agency. There is currently one (1) Regular vacancy at Santa Paula Hospital.

    Examples Of Duties

    Duties may include, but are not limited to the following:
    • Supervises laboratory workflow and evaluates test results;
    • Reviews and updates quality control measures based on statistical analysis of quality control data;
    • Performs and is responsible for the completion of technical analyses in either Chemistry, Microbiology, Blood Bank, Hematology, or overall supervision of lab on P.M. shift;
    • Tabulates and compiles data for monthly workload recording;
    • Maintains inventory of supplies, reagents, and materials required to perform testing in the area responsible for;
    • Checks for clerical errors for manually recorded test results;
    • Responsible for the orientation and competency assessment of testing personnel;
    • Reviews proficiency testing evaluations and performs appropriate corrective action;
    • Maintains respective department and keeps equipment in clean and orderly condition;
    • Performs necessary preventive maintenance according to the recommended schedule and maintains records of all analyzers and equipment in the area of responsibility;
    • Prepares analytical and statistical reports as required;
    • Performs a variety of standardized tests in any or all of the fields of medical technology, including laboratory information system management;
    • Evaluates new and/or improved test methodologies and updates procedures accordingly;
    • Modifies procedures as required;
    • Establishes quality assurance indicators and/or monitors quality improvement programs when appropriate;
    • Participates in quality management and performance improvement projects; and
    • Performs other related duties as required.


    Typical Qualifications

    These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

    EDUCATION, TRAINING, and EXPERIENCE
    • Four (4) years of recent diverse clinical technical laboratory analysis experience under a qualified director
    • Must possess and maintain a current, valid Clinical Laboratory Scientist Generalist license issued by the State of California Department of Health Services

    NECESSARY SPECIAL REQUIREMENTS
    • Two (2) years of experience as a lead
    • Must be willing to occasionally work in other departments and shifts as needed
    • Must be willing to work overtime and standby as needed
    DESIRED
    • Laboratory experience in an acute care hospital setting
    • Knowledge of multiple sub-specialties such as: Chemistry, Hematology, Microbiology, and Blood Bank
    • Supervision experience in a laboratory setting

    KNOWLEDGE, SKILLS, and ABILITIES: Comprehensive knowledge of: principles and practices of effective supervision related to selection, training, direction, control and evaluation of subordinates; and inventory management.

    Comprehensive knowledge and skill in: the performance of the standardized tests performed in Hematology, Urinalysis, Microbiology, Serology, Chemistry, Special Chemistry, or Blood Bank.

    Comprehensive ability to: demonstrate sound judgment; demonstrate technical skill in the several categories of clinical laboratory technology, including above mentioned departments; instruct other personnel; work with and troubleshoot on technical equipment; establish quality assurance indicators and/or monitor quality improvement programs; prepare routine reports; and establish and maintain effective working relationships with coworkers and hospital staff.
