    TPWD MISSION

    To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

    GENERAL DESCRIPTION :

    Under the direction of the Region 1 Director, this position performs advanced (senior-level) park/historic site management work. Responsible for overseeing the preservation, protection, administration, and maintenance of Balmorhea State Park. Responsibilities include, but are not limited to: visitor and customer service, cultural and natural resource protection and stewardship; financial management including budget planning, preparation and monitoring; revenue management; managing leased concessions; human resources management to include recruitment and retention of a qualified workforce; security and safety programs; maintenance and repair of facilities, grounds and equipment; customer service; public relations, marketing and promotion; interpretive and educational program management to include engaging in community outreach; and coordinating special events. Engages in volunteer development and cultivating partnerships. Leads team to fulfill the TPWD Mission and in a manner that embodies the department's core values. Responsible for other assigned projects required by the Region and Austin headquarters. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division, and Branch rules, regulations, and procedures.

    NOTE : Salary range is limited to commissioned officers on the park management track prior to 9/1/2020. State Park Law Enforcement career ladder eligibility requirements must be met to advance from the base rate-of-pay.


    Qualifications:

    MINIMUM QUALIFICATIONS :

    Education :

    Graduation from an accredited college or university with a Bachelor's degree.

    Experience :

    Five years experience in (1) natural/cultural resources management; or (2) interpretation or education; or (3) general maintenance; or (4) public safety; or (5) promotions, public relations or marketing.

    Three years experience as a supervisor or team leader.

    NOTE : Experience may have occurred concurrently.

    Licensure :

    Must possess a valid class State driver's license.

    ACCEPTABLE SUBSTITUTIONS :

    Education :

    Texas Parks and Wildlife Department (TPWD) employees hired prior to January 1, 1998 with no break in service and a minimum of sixty semester hours may substitute two years of TPWD experience in park management, supervision or operations for the required degree.

    PREFERRED QUALIFICATIONS :

    Education :

    Graduation from an accredited college or university with a Bachelor's degree in Park Administration, Recreation and Parks, Wildlife/Fisheries Science, Natural and/or Cultural Resource Management, Forestry, Biology, Anthropology, Archeology or History.

    Experience :

    Experience in park administration and operations.

    Experience in revenue and budget management.

    Experience in supervision and personnel management.

    KNOWLEDGE, SKILLS AND ABILITIES :

    Knowledge of all phases of park operations and administration.

    Knowledge of cultural and natural resource management.

    Knowledge of marketing, marketplace positioning and promotions.

    Knowledge of customer service/satisfaction.

    Knowledge of forecasting revenue, cost control, profitability analysis.

    Skill in effective verbal and written communication.

    Skill in effective interaction with staff at all levels of the department and other State agencies and organizations.

    Skill in Human Resources Management, employee development, motivation strategies and consensus building.

    Skill in planning, assigning and/or supervising the work of others.

    Skill in competitive analyses.

    Skill in group management.

    Skill in marketing - creative product/service development.

    Skill in community outreach and partnership development.

    Skill in using MS Word, Outlook, PowerPoint and Excel.

    Skill in using standard office equipment.

    Ability to develop and manage financial systems, accountability of budgets, purchasing, revenue collection, cost controls, determining profitability.

    Ability to manage all agency property inventories.

    Ability to properly plan, assign, and supervise the work of others.

    Ability to build a cohesive team.

    Ability to coordinate maintenance, repair or construction of park facilities as well as maintenance/repair of equipment.

    Ability to develop marketing and promotional activities and special events.

    Ability to enforce appropriate park rules and regulations in a fair and consistent manner.

    Ability to perform manual labor includes lifting supplies and materials up to 50 lbs.

    Ability to conduct work activities in accordance with TPWD safety program.

    WORKING CONDITIONS :

    Required to work in a public park with overnight camping and day use.

    Required to work 40 hours per week, includes various schedules with hours other than 8:00 a.m. to 5:00 p.m. and days off other than Saturdays, Sundays and holidays.

    Required to respond to emergency situations.

    Required to work overtime as necessary.

    Required to travel 10% with possible overnight stays.

    Required to perform work outdoors, occasionally in adverse weather conditions.

    Required to perform manual labor including lifting supplies and materials up to 50 lbs.

    Required to live on-site in State housing with a monthly deduction. Housing rate is established by TPWD policy, calculated using federal guidelines, and may change according to market value.

    May be required to operate a State vehicle.

    Non-smoking environment in State buildings and vehicles.
