Agency Budget Specialist Financial Management Annual Salary Range: $70,000-$72,240
Why you will love this position: The Missouri Department of Labor and Industrial Relations seeks a highly motivated person to be the Department's Senior Budget Analyst. Working with Department and Division staff, this person will determine the Department's resource needs and identify the best funding sources to allow the Department to meet its statutory requirements and best serve its customers. This position will be a leader in performance measures and will successfully execute strategic goals and initiatives. This position reports to the Chief Fiscal Officer and works closely with Department leadership to align resources, goals, and initiatives.
What you will do: - Act as the lead for reviewing and compiling the department's annual budget book, including cores, new decision items, program descriptions, and supplemental and fund financial summaries.
- Review and monitor project fund fiscal activity, complete data entry for the budget request and any summary information requested by the Governor's Office, Office of Administration-Division of Budget and Planning, or legislative analysts.
- Attend budget hearings, brief management, prepare responses to questions posed by the Legislature and the Division of Budget and Planning and analyze the impact of changes to the Department's budget.
- Act as the lead for actions with Fiscal Notes assigned to the Department. Receive, review, and assign fiscal notes to division staff for response. Analyze and compile division responses into a Departmental fiscal note response. Ensure the timely completion of fiscal note responses.
- Supervise the Senior Accountant position staff in the section who assist with the department's budget submission fiscal notes and prepare reports for monitoring the Department's operating budget and expenditures.
- Act as the lead for completing documents in the SAM II Budget Control Module to establish expense budgets, transfer allotments, and transfer appropriation authority as authorized.
- Review and approve purchases by ITSD on behalf of the Department, identifying the most appropriate funding source.
- Act as the lead for providing MOVERS-EPM training to agency user staff.
Qualifications - 8 years of relevant experience OR a Bachelor's degree in a relevant field of study and 4 years of relevant experience
