    Job Summary

    The purpose of this position is to provide technical engineering and administrative support for infrastructure and public improvement projects and systems. This is accomplished by identifying needs, developing and reviewing plans and specifications, designing solutions, coordinating with departments, reviewing proposals and plan documents, preparing or reviewing cost estimates, coordinating inspections, and responding to inquiries. Other duties include attending public meetings regarding City projects, preparing maps, performing legal research, staffing Commissions, and coordinating special projects as assigned.

    FLSA status: Exempt

    Hiring Salary Range: $70,803.20 - $90,272.00 depending on qualifications.
    Full Salary Range: $70,803.20 - 109,740.80

    Examples of Duties

    • Performs professional civil engineering work by assisting in the review of public and private construction plans for any activity in the City's jurisdiction; planning; surveying; designing; contracting; inspecting and providing reports on erosion and sedimentation control for active construction; providing field supervision; maintaining multiple types of municipal engineering projects and systems; and aiding in various engineering tasks such as drafting and writing formal documents such as RFP/RFQs writing and/or review of design specifications.

    • Provides additional support by attending meetings on all types of engineering systems; interacting with internal and external customers to provide assistance as needed; consulting with other departments, as well as divisions within the Public Works Department; scheduling and completing inspections; coordinating efforts with contractors and agencies; monitoring design and construction activities to include maintaining schedules, budgets and processing change orders.

    • Monitors code compliance by reviewing drawings and designs for compliance; meeting and coordinating with other agencies; assisting with development of ordinances, standards, and codes; researching new methods; and enforcing local, state and federal requirements.

    • Provides technical and administrative support to construction inspection work groups by serving as a liaison with inspectors; investigating and responding to questions or concerns; interpreting City policies and regulations; typing and sending technical correspondence; and performing other engineering duties and related work as assigned.

    Minimum Qualifications

    Education and Experience:
    • Bachelor's degree in Engineering or a closely related field; and
    • Two (2) to four (4) years of related experience

    REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

    Knowledge of:
    • The practical application of engineering science and technology.
    • Design techniques, tools, and principles including the use of blueprints and drafts.
    • Materials, methods and tools involved in the construction and repair of civil structures.
    • Civil land surveying.
    • Applicable state and federal laws.
    • Mathematics and their applications.
    • Relevant equipment uses, policy, design and procedure to promote a safe and secure work environment.
    • Field work, drafting engineering design and inspections.

    Skill in:
    • Using logic and reasoning to identify complex problems and develop and evaluate options and implement solutions.
    • Identifying the strengths and weaknesses of alternative solutions, conclusions and approaches.
    • Judgment and decision making by considering relative costs and benefits of potential actions.

    Ability to :
    • Read and interpret engineering plans and drawings, specifications and maintain records and reports.
    • Use deductive reasoning, problem sensitivity and inductive reasoning to find general solutions and conclusions.
    • Speak clearly and precisely using effective English language skills.
    • Communicate orally with customers and the public using a telephone or in one-to-one or group settings.
    • Lead and communicate with coworkers effectively.
    • Perform a broad range of supervisory responsibilities over others.
    • Choose the right mathematical methods or formulas to solve a problem.
    • Read, write, and understand information and ideas in an effective manner.
    • Produce written documents and reports with clearly organized thoughts.
    • Work cooperatively with City officials, other employees, and the general public.
    • Work safely without presenting a direct threat to self or others.
    • Meet mental and physical demands of the job.


    Special Requirements

    • Valid North Carolina driver's license and acceptable driving record.
