    Director, Clinical System Configuration & Portfolio (Director I)

    CalOptima Health is seeking a highly motivated an experienced Director, Clinical System Configuration & Portfolio (Director I) to join our team. The Director, Clinical System Configuration and Portfolio Management (Medical Management) will be responsible for providing oversight of clinical system contracts, liaison efforts with all parties, and prioritizing and tracking configuration requests. The incumbent will lead the development of protocols to track, prioritize and oversee clinical system integration. The incumbent will also be responsible for new and change request tracking and completions, defect management and process enhancement recommendations to create continued automation and efficiencies. The incumbent will ensure internal and external entities meet clinical configuration deadlines and that all defects, system issues and planned outages are researched, planned and communicated to provide minimal impact on delivery of care.

    Duties & Responsibilities:
    • 50% - Leadership Functions
      • Cultivates and promotes a mission-driven culture of high-quality performance, with a member focus on customer service, consistency, dignity and accountability.
      • Directs and assists the team in carrying out department responsibilities and collaborates with the leadership team and staff to support short- and long-term goals/priorities for the department.
      • Manages and oversees team members, including assigning and evaluating work, making recommendations on hiring, training and setting goals, conducting performance evaluations and recommending and implementing corrective actions up to and including termination.
      • Collaborates with leadership and across departments to ensure the successful launch of key CalOptima Health initiatives and to ensure the initiatives function successfully within the CalOptima Health environment.
      • Partners with CalOptima Health's leadership to leverage opportunities for program enhancement and growth in the context of CalOptima Health's strategic plan.
      • Drives change and ensures communication with internal and external stakeholders for all CalOptima Health clinical configuration needs and enhancements.
      • Guides the shared understanding of clinical functionality across diverse teams and departments about best practice clinical functionality in product design and configuration.
      • Establishes and maintains a strong internal and external presence, engaging directly with internal ITS and external vendors to communicate and oversee strategic approaches to CalOptima Health's clinical configuration and digital transformation.
      • Promotes a culture of accountability, excellence and continuous improvement with internal and external partners through exemplary leadership practices.

    • 45% - Program Oversight
      • Co-develops the short term and long-term configuration portfolio tool and strategy for the continued development and integration for all clinical platforms (e.g., Portal, MCG).
      • Ensures continued identification and prioritization of expanding the automation of manual processes with clinical development (e.g., deviation handling, data transfers, custom reports/metrics).
      • Provides cross functional guidance and expertise for best practices for system configurations, setup, and ease of use for downstream users.
      • Contributes to the development of policies and procedures that support effective tracking and oversight of clinical configuration needs for efficiencies, compliance and delivery of care.
      • Develops and streamlines communication strategies to facilitate seamless information flow among Information Technology Services (ITS), clinical system vendors and clinical business units and executives.
      • Serves as a consultant and subject matter expert internally and externally to establish alignment in all utilization management (UM) protocols including physical health Utilization Management (UM), Behavioral Health Integration, Pharmacy and Long-Term Services and Supports to maximize gained efficiencies in clinical configuration across programs.
      • Facilitates clinical configuration improvement planning and escalation discussions with leadership including the executive team and Chief Medical Officer as appropriate.
      • Participates and presents in CalOptima Health's committee meetings.

    • 5% - Completes other projects and duties as assigned.

    Minimum Qualifications:
    • Bachelor's degree in health information, systems or health related field required PLUS 7 years of experience managing teams responsible for configuring and maintaining clinical systems; an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above may also be qualifying.
    • Experience with prior authorization, utilization management, and clinical operations
    • Experience with data exchange/clinical system transformation and/or integration/interoperability analysis and implementation.

    Preferred Qualifications:
    • Master's degree in health information, systems or health related field.

    • Develop rapport and establish and maintain effective working relationships with CalOptima Health's leadership and staff and external contacts at all levels and with diverse backgrounds.

    • Utilize computer and appropriate software (e.g., Microsoft Office: Word, Outlook, Excel, PowerPoint) and job specific applications/systems to produce correspondence, charts, spreadsheets, and/or other information applicable to the position assignment.

    • Work is typically indoors and sedentary and is subject to schedule changes and/or variable work hours, with travel as needed.
    • Employee will occasionally work outdoors in varied temperatures.
