The City of Tacoma's Environmental Services (ES) Business Operations Division is seeking a full-time Business Services Analyst. This position provides inter-divisional collaborative and consulting services to assist and advise management and employees through the development of an Electronic Documentation System (EDS). The EDS is an advanced web-based system of information customized to Environmental Services’ needs to manage a wide variety of documents. This includes a National Pollutant Discharge Elimination System Operations and Maintenance (O&M) Manual; and additional document libraries related to ISO 14001, a training plan database, permits, Standard Operating Procedures, and Emergency Response Plans. This position serves as the primary technical writer to develop and revise a variety of existing paper manuals, documents, and tools that have not yet been converted to electronic documents.

The incumbent Business Services Analyst is responsible for providing advanced coordination and support to ES leadership by conducting data analyses and producing complex and varied reports; and providing professional and technical insight through the development of studies and analyses of current and proposed systems.

Essential Duties:
  • Manage & maintain the EDS for the Central and North End Wastewater Treatment Plants, including the required electronic O&M manual (eO&M).
  • Perform investigations and analysis of information and data contained in the eO&M and makes recommendations for enhancements and improvements.
  • Plan, organize, create required Pump Station and Sewer Transmission Manuals.
  • Use expertise to resolve problems and recommend solutions related to documentation needs, including information analysis and flow charting to clarify processes/procedures.
  • Conduct outreach through to ES employees to obtain user statistics, enhance understanding of processes, and increase user satisfaction.
  • Perform work safely, using proper PPE and following safety standards for working in an industrial environment.
  • Facilitate and attend meetings, and train employees on use of the EDS.
  • Utilize best practices to develop, compile, and analyze technical information and data to prepare reports, dashboards, and other metric monitoring tools.
  • Utilize best practices to develop clear, informative, and appealing reports and dashboards for better performance metrics monitoring.
  • Other duties as assigned.
This role necessitates proficiency in project and data management, recognizing the significance of data in decision making. It involves formulating strategic approaches for leadership review, adhering to City policies and procedures, Tacoma Municipal Code, and effectively collaborating with various social, cultural, and/or economic groups, in support of the diverse community we serve.

Applicants must demonstrate an understanding of cultural responsiveness, change management, government systems, data analysis, program development, research, best practices, and facilitation.

Qualifications

MINIMUM EDUCATION*
Bachelor's degree public or business administration or directly related field

MINIMUM EXPERIENCE*
2 years of analytical and/or program coordination/management work in area related to assignment

*Equivalency: 1 year of experience = 1 year of education

LICENSING, CERTIFICATIONS AND OTHER REQUIREMENTS:
  • Appointment is subject to passing a background check and reference checks.

DESIRED QUALIFICATIONS
  • 2 or more years working with electronic document or database management
  • Strong program management skills
  • Proficiency in Microsoft Office, SharePoint, Smartsheet, Tableaus, Articulate, SAP, and e-Builder
  • Effective use of illustrating, flowcharting, and presentation software
