The Position

The Public Health Nurse series performs a full range of professional nursing services within the Health Division. The Public Health nursing services encompass health promotion, the care and prevention of disease or disability and rehabilitation, as well as health teaching, anticipatory guidance, and counseling. Services are provided Countywide in homes, clinics and other community settings. The Public Health Nurse position is assigned to work in a wide variety of public health nursing programs, clinics, and projects. Incumbents utilize nursing intervention skills to prevent disease, promote healthful behavior, and alleviate conditions adversely affecting the health and safety of individuals, families, and the community. Bilingual Spanish-speaking candidates are highly encouraged to apply.

The Napa County Public Health Nurse/Nurse Home Visitor (NHV) is responsible for providing comprehensive nursing services to women and their families eligible for our home visiting programs and are pivotal in transforming the lives of vulnerable babies, mothers, and families by implementing and maintaining fidelity to our home visiting models. Our goal is that all children are healthy, families thrive, communities prosper, and the cycle of poverty is broken.

Ideal Candidate:
  • Written and Verbal Communication: NHVs need to communicate effectively openly and consistently with their families, colleagues and stakeholders.
  • Time Management: NHVs who can flexibly schedule and reschedule a day's activities based on multiple factors.
  • Listening: Interactions between NHVs and clients depend on the NHVs ability to listen attentively and accurately to the client's current experience.
  • Ability to impose structure in between and during home visits, NHVs should be able to create structure in moments of confusion, disorganization, or crisis.
This recruitment is being conducted to fill one current full-time vacancy. The list established by this recruitment may also be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year.

Memorandum of Understanding (MOU) Agreed Salary Increases and Winter Time Off (WTO):
3.5% COLA increase effective 7/1/2025
3.5% COLA increase effective 7/1/2026
32.0 hour of Winter Time Off (WTO)

Position Requirements

Experience and Education:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience:
No related experience required.

Education:
Equivalent to graduation from an accredited college or university with a Baccalaureate degree in Nursing from a program accredited by the National League for Nursing.

License or Certificate:*
  • Possession of a valid license as a Registered Nurse in the State of California is required.
  • Possession of a valid California State Public Health Nurse Certificate is required.
  • Possession of a valid California Driver's License.

*Any license, certification, or registration required for this position shall be maintained (i.e., active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.
