The Department

The Auditor-Controller-Treasurer-Tax Collector Office (ACTTC) provides a broad range of quality accounting, financial reporting, auditing, collection, financing, and investing services to County departments, agencies, districts, and the public. Its mission is to provide reliable and relevant financial services in an efficient, ethical, and effective manner to the citizens of Sonoma County while promoting fiscal responsibility and accountability. The Office is comprised of nine divisions, which are overseen by an executive management team that includes the Auditor-Controller-Treasurer-Tax Collector and three Assistants. ACTTC is staffed by 107 full-time employees and has an annual budget of approximately $167 million.

The Position

As the Enterprise Financial Systems (EFS) Business Systems Analyst, you will combine business planning expertise with information technology in order to analyze and translate departmental business requirements into system deployments. You will be involved with designing technology solutions relating to the EFS and its supporting applications. You will also take the lead role for support of Asset Management, Billing, Accounts Receivable, and Grants modules within EFS . Additional responsibilities may include:

  • Trouble shooting system issues and working as a liaison between technical support and end users to identify problems and test possible solutions
  • Managing system enhancement projects, updates, and efforts, as well as executing test plans for system changes, and creating documentation associated with system changes
  • Participating in cross-training on other EFS modules to provide support to both end users and other team members
  • Recommending and executing system improvement plans based on reviews of existing business processes and system functionality
  • Conferring with representatives of customer departments regarding EFS capabilities and system-based solutions to address business requirements
  • Creating and maintaining system and or/customer support documentation and training materials

The ideal candidate will be a solution-focused collaborator who can effectively work with technical and non-technical team members. Additionally, the ideal candidate will possess:

  • Experience with PeopleSoft Financials and Supply Chain Management and Microsoft Office Applications (e.g. Excel, Sharepoint, Outlook, Access)
  • Knowledge of Financial System reporting solutions such as EFS, SSRS (SQL Server Reporting Services), queries, and Simpler EFS
  • The ability to analyze internal and third-party documentation to solve system and business process problems
  • Experience with configuring and troubleshooting software
  • The ability to work independently while prioritizing projects under time constraints
  • Knowledge of public sector financial business processes or accounting practices
  • Strong customer service mindset, and exemplary written and verbal communication skills

Minimum Qualifications

Experience: Typically, three (3) years of full-time or its equivalent experience analyzing business processes and information systems and managing complex business projects, which must have included two (2) years of design and project management responsibility for small and medium business applications.

Education: Any combination of education, training and experience, which provides an opportunity to acquire the knowledge and abilities listed. Typically, possession of a baccalaureate degree from an accredited college or university in computer science, information processing, business administration, public administration, or a closely related field.

License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.

Knowledge, Skills, and Abilities

Knowledge of: Principles and practices of project analysis and management on large business implementation or change management projects; methods of long-term strategic management and technical planning; business and financial best practices; methods of developing business process specifications; procedures and methods for testing business functions; principles and practices of producing effective project documentation; application software including presentation, spreadsheet and work processing applications; business systems applications in finance, and/or human resources; enterprise resource planning systems.

Ability to: Analyze, evaluate and integrate business processes and procedures; develop and document business and technical process, functions and procedures; apply the principles of business or public administration and marketing; coordinate and manage large groups of people from various business units or departments in business re-engineering projects; work closely with technical and business managers and staff in a teamwork setting; develop a solid understanding of departmental business processes and technology requirements; read and interpret a variety of technical manuals and instructions; respond to requests and inquiries from external groups and citizens, business and automated system users; employ high levels of independent judgment and decision-making in the process of problem resolution; prioritize and meet project timelines; communicate effectively both orally and in writing; e stablish and maintain effective working relationships.
