Reporting relationship: The Governmental Relations Director reports to the Director of The Missouri Department of Transportation. This highly responsible position provides legislative support to the department and navigates the political landscape to ensure the department's interests are represented.

Principal Responsibilities: The Governmental Relations Director serves as the liaison between the department, the congressional delegation, and Missouri legislature through the exchange of information regarding proposed legislation affecting the department; coordinates responses by the Missouri Highways and Transportation Commission and department leaders with elected and appointed officials at all levels of government. Responsibilities are performed under general supervision.

What you’ll do:

  • Supervises the gathering, reviewing, summarizing, and dissemination of information on legislative bills introduced into the congressional and state legislative bodies that affect the department.
  • Reviews status of federal and state legislative bills and interprets their effect on the department; coordinates and informs department personnel of legislative activities, upcoming committee hearings, and meetings that require department participation.
  • Attends legislative committee meetings and hearings; attends and monitors floor discussions; prepares written and oral reports concerning legislation; may testify at legislative hearings to provide department position and respond to legislation.
  • Establishes and maintains a good working relationship between the department and congressional and state legislative members and staff; coordinates communication between these bodies and ensures that the department makes timely responses to legislative inquiries.
  • Supervises the preparation of status reports and summaries of bills for the department and legislative committee; recommends changes in content of bills and updates information as amendments are made.


Minimum Qualifications:

  • Bachelor's Degree: Political Science, Public Administration, Journalism, or related field.
  • Over nine years of experience in positions providing exposure to governmental and legislative processes, public policy, or public relations activities.


Preferred Qualifications:

An outstanding track record in managing complex and diverse internal operations as well as evidenced success at achieving real results.

At least five years of progressively responsible management experience. This should include:

  • Proven leadership skills, including a positive history of working collaboratively to establish rapport and credibility among the staff and multiple stakeholders.
  • Proven track record of effective use of organizational performance management practices, innovation, and accountability measures.


Special Working Conditions:

  • Job requires occasional, statewide and nationwide, overnight travel.
  • Job requires an extensive working knowledge of rules, regulations, and procedures under which the congressional and Missouri House and Senate operate.
