Job Description

The MO HealthNet Division has an opening for a Project Coordinator (Senior Program Specialist) within the Data Management Office located in Cole County.

Semi-monthly salary: $2,580.83

Job Location: This position is located at the Howerton State Office Building; 615 Howerton Court, Jefferson City, MO.

The primary functions of this position will be acting as a liaison between the Data Management Office (DMO) and internal and external stakeholders and assisting the Data Manager in administrative oversight of the projects within the DMO. This position will work in business analysis, process improvement and documentation, requirements elicitation, and data governance. The correct candidate in this position will have future opportunities to work on special projects and collaborate not only within the division and department but also across departments throughout the state.

  • Liaison with the Information Systems Business as Usual Team for policy and system changes that impact the enterprise data warehouse and its reporting.
  • Liaison with the Information Systems Project Management Office for projects that impact the enterprise data warehouse and its reporting.
  • Assist the Data Manager in managing projects according to Project Management Institute’s current and best practices.
  • Assist the Data Manager in managing vendors and contracts overseen by the DMO.
  • Create and manage System Tasks Requests (STR) and Jira Service Management Tickets as well as define and document the requirements clearly for the DMO.
  • Coordinate and track legal and audit requests that come to the DMO.
  • Create, evaluate, and recommend changes to new or current processes as well as documenting those processes.
  • Setup, facilitate, and actively participate in collaborative meetings to address system and reporting needs.
  • Maintain detailed and thorough documentation of all changes and decisions made, requirements, approval authority, meeting minutes, contract amendments, etc. as it relates to assigned work.
  • Acquire and maintain a thorough knowledge of the MO HealthNet Program, specifically related to policy, system processing, and functions of various units along with their relationship with one another.
  • Acquire and maintain a thorough knowledge of the Centers for Medicaid & Medicare Services (CMS) policies, rules, and expectations with regard to the T-MSIS monthly submissions.
  • Learn and adhere to agency administrative policies and procedures.
  • Acquire and maintain a thorough knowledge of available resources for research.
  • Effectively communicate findings and resolution with division and vendor staff.
  • Attend and actively participate in required meetings.


Minimum Qualifications:

Bachelor’s degree and 3-5 years of relevant experience. (Substitutions may be allowed.)

Preferred Qualifications:

  • Ability to think independently and use creative problem-solving strategies is essential.
  • Ability to effectively communicate in English both verbally and in writing is necessary to effectively relay business requirements and progress to stakeholders is essential.
  • Ability to self-organize and prioritize work in an ever-changing environment is essential.
  • Knowledge of Project Management tools, i.e. SharePoint, Jira, and Project Schedule is preferred
  • Knowledge of data governance principals is preferred.
  • Knowledge of MO HealthNet programs and eligibility is preferred but not required.
