CalOptima Health is seeking a highly motivated an experienced Supervisor, Pharmacist to join our team. The Supervisor, Pharmacist will supervise Pharmacy Technicians in the processing of daily customer service cases, prior authorization requests and appeals requests to ensure that regulatory and operational standards are met. The incumbent will utilize Medicaid and/or Medicare Part D regulatory knowledge and understanding of CalOptima Health's operations as related to health networks/provider relations, pharmacy benefit management (PBM), customer service and regulatory affairs in the supervision of daily activities and projects for their respective lines of business. The incumbent will monitor daily and responds to issues relating to Facets customer service cases, prior authorizations, appeals, grievances and issues that arise from network pharmacies and providers. The incumbent will also work on other projects as related to formulary development, PBM interface and other clinical programs such as Medication Therapy Management (MTM) and Interdisciplinary Care Team meetings.

Duties & Responsibilities:
  • 45% - Supervisory
    • Participates in a mission-driven culture of high-quality performance, with a member focus on customer service, consistency, dignity and accountability.
    • Assists the team in carrying out department responsibilities and collaborates with others to support short- and long-term goals/priorities for the department.
    • Resolves complex matters, ensures team members are directed to the appropriate resources and manages escalated situations.
    • Assists the manager with scheduling, appropriation of staff to daily work/production and keeps the manager informed of operation issues.
    • Supervises the daily work activities of the Pharmacy Technicians in daily prior authorization/coverage determinations, provides feedback to staff in a timely manner.
    • Monitors team performance and trends for prior authorization, appeals, State Fair Hearings and grievances to ensure that clinical and regulatory turn-around times are met.
    • Coaches staff to ensure adherence to policies, procedures and regulatory requirements.
    • Reports on metrics related to the cases and identifies operational processes to improve inefficiencies and productivity within the team.
    • Assists in the hiring process and training of new staff, writes and delivers performance evaluations at least annually, provides ongoing training as needed and provides developmental opportunities.
  • 50% - Program Support
    • Collaborates with regulatory compliance and audit teams to ensure the pharmacy programs meet expectations, develops processes, program and training materials exceeds established standards and works with manager/director to improve or implement new Centers for Medicare & Medicaid Services (CMS) guidance, Department of Health Care Services (DHCS) and/or National Committee for Quality Assurance (NCQA) regulations into operations and workflow.
    • Collaborates with PBM to implement and address formulary, systems and other member drug benefit related programs.
    • Serves as point of contact for clinical programs that address member drug utilization or CMS programs such as MTM, Opioid Monitoring program, Medication Reconciliation and other targeted clinical programs based on department initiatives.
    • Assists the Clinical Pharmacist Manager and Pharmacy Director in the preparation of drug monographs and utilization reports for the Pharmacy & Therapeutics Committee.
    • Updates and maintains protocols and criteria for the review of pharmacy prior authorizations by internal and external staff, performs prior authorization reviews and non-delegated authorization requests, including Medicare Part D requests and medical benefit utilization management requests.
    • Represents Pharmacy Management in interdepartmental meetings.
    • Participates with work groups to provide pharmacy subject matter expertise.

  • 5% - Completes other projects and duties as assigned.

Minimum Qualifications:
  • Doctor of Pharmacy (PharmD) degree from a fully accredited university required.
  • A current, valid and unrestricted California State Registered Pharmacist License required.
  • 3 years of experience in clinical pharmacy practice or residency in pharmacy practice required.
  • Current knowledge and expertise in clinical pharmacology and disease states required.
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above may also be qualifying.

Preferred Qualifications:
  • Supervisory experience.
  • CMS, Department of Managed Health Care (DMHC) and/or NCQA audit experience.
  • Bilingual in English and in one of CalOptima Health's defined threshold languages (Arabic, Farsi, Chinese, Korean, Spanish, Vietnamese).

Required Licensure / Certifications:
  • A current, valid and unrestricted California State Registered Pharmacist License required.

Knowledge & Abilities:

  • Develop rapport and establish and maintain effective working relationships with CalOptima Health's leadership and staff and external contacts at all levels and with diverse backgrounds.
  • Work independently and exercise sound judgment.
  • Communicate clearly and concisely, both orally and in writing.
