Job Description and Duties

Under general direction of the Data Quality Branch Research Data Manager, a Research Data Manager, the Staff Services Manager I leads various campaigns to improve specific public mobility datasets, beginning with transit, in collaboration with various transit agencies and transit technology vendors. The Staff Services Manager I develops a deep understanding of transit technologies and oversees multiple projects simultaneously to ensure that policy goals and the best possible outcomes are achieved. The incumbent develops and learns to develop test harnesses and project acceptance criteria to assist transit agencies and other political subdivisions with various mobility technology campaigns. The incumbent keeps detailed records of the status of each effort, provides feedback on whether project requirements are being met, and shares areas where there are opportunities for improvement. The incumbent develops and learns to develop a product backlog for data campaigns for the duration of each campaign.

The incumbent plans for and make necessary hires to develop a small team that will collaborate with stakeholders on various transit technology projects. This team will be responsible for carrying out the objectives of the initiatives set forth by the Division. Through all of this work, the incumbent will deliver measurable and meaningful improvements to transit agency performance and transit service reliability and information to the general public.

Employee may be required to travel in State. Out-of-State travel may be occasionally necessary.

The incumbent works in front of a dual-monitor computer system under artificial light in an office setting with long periods of working in a sitting or standing position.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Knowledge of:

- Principles, practices, and trends in public sector or business administration, including management and supportive staff services such as budget, personnel, management analysis, planning, program evaluation, or related areas are preferred.

- Principles of project management such as requirement development, acceptance criteria, contract management.

- Principles and practices of employee supervision, development, and training; program management.

- The public transit industry as it relates to funding, procurement, information technology and the interaction between transit agencies and the vendors serving them preferred.

- Technology in general as it relates to concepts of hardware, networking, systems interactions, data management, data interoperability and software functionality.

- Transit Scheduling and Operations principles such as knowledge of trips, runs, runcutting and blocking ideally with transit scheduling software products.

- Transit data with an emphasis on data standards such as the General Transit Feed Specification (GTFS), the Operational Data Specification (ODS), the Transit ITS Data Exchange Specification (TIDES) and others preferred.

- Best practices in data management with an emphasis on applicability to public transit such as the Mobility Data Interoperability Principles (MDIP) or the "FAIR Guiding Principles for scientific data management and stewardship".

Ability to:

- Reason logically and creatively and use a variety of analytical techniques to resolve complex governmental and managerial problems.

- Develop and evaluate alternatives using data analysis and present ideas and information effectively both orally and in writing.

- Consult with and advise administrators or other interested parties on a wide variety of subject-matter areas within the domain of public transit technology.

- Gain and maintain the confidence and cooperation of those contacted during the course data and transit technology campaigns.

- Review and edit written reports. Use interdisciplinary teams effectively in the conduct of studies.

- Manage a Staff Services program to establish and complete multiple simultaneous project priorities.

- Develop and effectively use all available resources including necessary tools and staffing.

- Develop a deep knowledge and understanding of public transit technology and the stakeholders in this industry.

- Develop and maintain productive relationships with transit agencies, transit technology vendors and various other stakeholders.

- Assist local agencies with the successful procurement and implementation of transit and mobility technology projects.

- Collaborate with transit and mobility technology vendors to yield improvements to their products and services in a way that benefits local agencies.
