Under direction of an assigned supervisor, performs paraprofessional and technical public works engineering duties for a variety of projects in the field and office; performs related work assigned.

DISTINGUISHING CHARACTERISTICS

Engineering Assistant II is an experienced journey-level classification in the series. Incumbents are expected to independently perform the full scope of duties associated with the performance of technical engineering activities. Engineering Assistant II is distinguished from the higher level Civil Engineer in that the Civil Engineer is responsible for the performance of professional engineering work including project management. Positions in this class are flexibly staffed and are normally filled by advancement from the I level once the incumbent meets the qualification standards of the II level, demonstrates an ability to perform the full scope of work, and meets performance expectations. Incumbents are not automatically promoted to the higher level; the needs of the department determine the level of assignment.

Essential Job Functions

(May include, but are not limited to the following) :
  • Manages routine Capital Projects under the supervision of a Civil Engineer.
  • Prepares, or assists in the preparation of specifications, plans, estimates and reports pertaining to the construction, maintenance and operation of a variety of engineering or utility projects.
  • Performs design and computer drafting duties in connection with street, sewer line, water main, storm drains, traffic facilities, and other projects.
  • Provides information regarding existing infrastructure to the general public at the counter, over the telephone and by computer.
  • Provides technical advice and counsel to developers and others in the interpretation of City Ordinances and established City policies relative to land development.
  • Reviews and processes all actions necessary to affect encroachment permits.
  • Plan checks parcel maps, tract maps, records of surveys, legal descriptions and plot maps, and private/public agency development plans.
  • Investigates field problems affecting property owners, contractors, and utility and maintenance operations; resolves problems or refers as appropriate.
  • Manages, enters, and maintains data for Public Works information management systems.
  • Assists in analyzing and developing maintenance programs for Public Works operations.
  • Computes appropriate fees.
  • Assists other higher level engineers in administering various projects as needed.

WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine motor coordination when using a computer keyboard. Near vision is required when reading plans, written reports and other documents, and far vision is required when inspecting work sites. Acute hearing is required when providing phone and personal service. The need to lift, carry and push tools, equipment and supplies weighing up to 25 pounds is also required. The job duties expose the employee to the outdoors, which may include exposure to fumes, dust, allergens, and air contaminants. The nature of the work may also require the incumbent to work in construction zones and heavy traffic conditions. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodation.

Minimum Qualifications

Education and Experience
The minimum qualifications for education and experience can be met in the following way:

Engineering Assistant II :
Bachelor's degree from an accredited college or university in civil engineering, mechanical engineering, structural engineering, or related field; AND

Eighteen months experience in professional or paraprofessional engineering work at the level of Engineering Assistant I with the City of Sunnyvale.

Knowledge of:

Engineering Assistant I

  • Basic principles and practices of civil engineering as related to the design of a wide variety of public works projects.
  • Basic survey principles and practices.
  • Office methods, procedures, software and equipment.

Ability to:
  • Learn to analyze data and a variety of problems, determine options and use proper engineering methodology to reach sound conclusions and recommendations.
  • Secure the cooperation of construction contractors and developers.
  • Prepare reports and maintain records, logs and databases.
  • Make mathematical calculations and accurate engineering computations and drawings.
  • Make oral, written and visual presentations for professional meetings with consultants, contractors, staff and project teams.
  • Operate a computer using word processing, scheduling, business software, databases, and spreadsheets and other office equipment.
  • Understand and follow written and oral instructions.
  • Communicate effectively, orally and in writing.
  • Establish and maintain and promote positive and effective working relationships with employees, other agencies and the public.
  • Demonstrate initiative and exercise good judgment in the performance of duties.
  • Learn the operation, policy and procedures of the assigned division and/or department.
  • Work independently and as a team member; recognize and set priorities and meet deadlines.
  • Observe safety principles and work in a safe manner.

Knowledge of:

Engineering Assistant II

The above, plus:
  • Street, highway, water and sewer construction practices, methods and techniques.
  • Approved standards of safety as related to structural projects.
  • Contemporary construction materials and basic construction law.

Ability to:

Engineering Assistant II

The above, plus:
  • Independently analyze data and a variety of problems, determine options and use proper engineering methodology to reach sound conclusions and recommendations.
  • Adapt approved engineering methods and standards to the design and construction of a variety of public works projects.
  • Follow complex written or verbal instructions and procedures.
  • Explain engineering requirements and principles in a clear and concise manner.

Willingness to:

Travel to various sites within the City

License/Certificates:

Possession and continued maintenance of a valid California class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

Possession of an Engineer-in-Training (EIT) certificate issued by the State of California at the II level.

DESIRABLE QUALIFICATIONS
Experience with a public agency.

EXAM PROCESS
Applications will be competitively screened based on the minimum qualifications of this position. Based upon a review of the application materials, the most qualified candidates will be invited to participate in the examination process scheduled for September 23 or 24, 2024. (Note: The examination process may be changed as deemed necessary by the Director of Human Resources).

SELECTION PROCESS
Those candidates that receive a passing score on the examination will be placed on an eligibility list for up to one year, in accordance with the City's Civil Service Rules and Administrative Policies. Top candidates on the eligibility list will be invited to participate in a selection interview.

Any candidate that is selected by the hiring department will be required to successfully complete a pre-employment process, which may consist of a background history check, as well as a medical exam(s) administered by a City selected physician(s) before hire. Prior to starting work, all newly-hired employees will be fingerprinted to check conviction history. A conviction history will not necessarily disqualify an applicant from appointment; however, failure to disclose conviction history will result in refusal of employment or termination.
