Position DescriptionTacoma Power's Resource Operations and Trading team is currently seeking a Deputy Program Manager of Organized Market Participation and Data Analytics to join its high-powered team. The Resource Operations and Trading team is responsible for managing the operation and optimization of Tacoma Power’s resource portfolio while maximizing the value of Tacoma Power's interactions with wholesale electric power markets. The Resource Operations and Trading team's core focus is to maximize Tacoma Power's wholesale electric power market revenue while minimizing price and volumetric risk. These activities are vital to maintaining low and stable rates for Tacoma Power's retail service customers.
The Deputy Program Manager of Organized Market Participation and Data Analytics (Data Analyst, Principal) is a unique designated subject-matter expert responsible for applying business acumen, market knowledge, and technical expertise to support and inform Tacoma Power's strategy in organized wholesale electric power markets. The ideal candidate is adept at making sense of complex, high quantity, and sometimes contradictory information; building partnerships with others to meet shared objectives; developing and delivering multi-modal communications that clearly convey the message intended for their audience; gaining the confidence and trust of others; and learning through experimentation while tackling new problems.
Responsibilities Include:- Lead intermittent high-impact, high-dollar projects and efforts related to organized wholesale electric power market participation.
- Partner with trading, operations, and policy staff to design business intelligence models, metrics, dashboards, visuals, and reports. Utilize the business intelligence garnered from these tools to inform market strategy and management decision-making.
- Manage third-party contracts and inform third-party and in-house software configurations. Acquire and evaluate outputs from software to validate configurations. Ensure outputs accurately represent Tacoma Power's business requirements, models, dashboards, metrics and reports. Design and build custom data reports using third-party software tools.
- Work cross-functionally to represent Tacoma Power in various market and policy forums. Analyze the impact of proposed market design initiatives, regulatory rule making, and market alternatives on Tacoma Power's organized market position. Draft policy and contract language that effectively communicates Tacoma Power's position for vendors, stakeholders, and management. Inform the refinement of third-party and in-house software configuration to reflect changes as needed.
Qualifications Minimum Education* Bachelor's degree in Engineering, Computer Science, Economics, Statistics, Mathematics or directly related field.
Minimum Experience* 4 years of experience in statistical analysis, data modeling or data analytics including 1 year prior lead or supervisory experience.
*Equivalency: 1 year of experience = 1 year of education

Direct Deposit: Employees are paid on a bi-weekly schedule by direct deposit.
Salary Increases: Based on satisfactory job performance, the City provides for a regular progression of salary increases for most classifications according to the salary schedule.
