Job Description

General

The Manager, Bus Contracts, reports to the Director, Bus Transportation, and is responsible for overseeing all contracted bus services (i.e., fixed route, shuttles, paratransit, etc.) for the San Mateo County Transit District (SamTrans).

Essential Functions & Duties

  • Manage SamTrans contracted services (e.g., fixed-route, shuttles, paratransit, etc.) with an approximately $45 million annual budget.
  • Develop and oversee operational and technical provisions for each bus services agreement, assigning department staff to monitor compliance, including overseeing field inspection activity.
  • Monitor and maintain effective incentive programs to promote high-performance standards among SamTrans contractors.
  • Provide coaching and guidance to contractors for continual improvement, focusing on employee and vehicle safety.
  • Assess performance criteria established in contractual agreements to determine monthly bonuses or liquidated damages.
  • Oversee the District’s Shuttle Program.
  • Oversee paratransit and fixed route contracted services.
  • Supervise staff. Hire, mentor, and take appropriate corrective and/or disciplinary action. Ensure EEO policies and procedures are followed. Participate in staff selection. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.
Examples of Essential Duties:
  • Monitor bus maintenance equipment and records through random and regular inspections.
  • Collaborate with the Accessible Services team in the oversight of quality service for ADA Paratransit Service to ensure compliance with American Disabilities Act (ADA) rules and regulations.
  • Work with Contracts and Procurement and the Legal Department in developing contractual provisions for the shuttle, fixed route, and paratransit programs.
  • Collaborate with internal and external stakeholders including the Grants Department on grant proposals. Coordinate schedule changes with BART and Caltrain’s shuttle providers. Coordinate in preparing funding reports for the Bay Area Air Quality Management District and City County Association of Governments.
  • Oversee National Transit Database (NTD) data collection for purchased transportation; organize, analyze, and interpret data for the annual NTD report. Represent Bus Contracts Department at consumer advocacy forums, various committee meetings, and Boards of Directors meetings.
  • Participate in District’s Emergency Operations Plan.
  • Evaluate the job performance of staff, which also includes the professional development of staff through the identification of on-the-job and other professional development opportunities.
  • Perform all job duties and responsibilities safely to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures to reduce or eliminate accidents.
  • Perform other duties as assigned.


Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:
Associate’s degree in business management, public administration, transportation management, or a related field. Additional experience may be substituted for education on a year-for-year basis.
Six (6) years of full-time progressive experience working in public transportation operations.
  • Three (3) years’ experience in contracted services administration.
  • At least Two (2) years of supervisory experience.
  • Possess a valid California driver’s license with a safe driving record.
Preferred Qualifications:
  • Knowledge of the delivery of ADA Paratransit Services, fixed route, micro transit
  • Proficient in Microsoft Word and Excel
  • Experience in fixed route scheduling.
  • Effective communication skills, both oral and written.
  • Experience with any Finance ERP, PeopleSoft preferred.
