JOB SUMMARY
The Technical Planner is responsible for maintenance data integrity, program design, job planning and training for computerized maintenance management and procurement system. Responsible for research, evaluation, development, and recommendation for improvements and upgrades to the computerized maintenance management system (CMMS). Responsible for technical support functions related to short and long-term proactive maintenance planning and scheduling of SAWS infrastructure; including managing daily activities associated with the Edward Aquifer Rule requirements as mandated by the Texas Commission of Environmental Quality.

ESSENTIAL FUNCTIONS
  • Builds and implements a functional computerized maintenance management system to include functional locations, equipment audits, nameplate data, tasks, job planning, and preventive maintenance scheduling.
  • Develops and implements functional business processes to comply with the goals of the organization.
  • Acts as system integration expert to ensure successful implementation of corporate program initiatives.
  • Maintains, tracks, analyzes, and evaluates data used for management and regulatory reporting purposes.
  • Ensures and optimizes the system performance, functionality and data integrity.
  • Provides end user support and training in CMMS applications.
  • Audits and reviews the processing of purchase requisitions and staff performance.
  • Develops customized reports for management to evaluate data and work requirements and overall maintenance effectiveness.
  • Evaluates, recommends and implements new software systems to support maintenance functions.
  • Assists with forecasting, allocating, and monitoring of the human, physical, and financial resources for the assigned area.
  • Supports and implements various program initiatives.
  • Establishes and maintains effective working relationships and public relations.
  • May supervise, select, develop, train, and evaluate performance of employees.
  • Performs other duties as assigned.

DECISION MAKING
  • The Technical Planner receives limited supervision/guidance.
  • May directly supervise employees.
  • May represent Department Manager or Director in meetings on an as needed basis.

MINIMUM REQUIREMENTS
  • Associate's Degree in Information Technology, Engineering, Computer Science, or similar field from an institution accredited by a nationally recognized accrediting agency.
  • Five years' experience using computerized maintenance management systems (CMMS).
  • Valid Class "C" Texas Driver's License.

PREFERRED QUALIFICATIONS
  • Two years in a lead or supervisory role pertaining to data management.
  • Bachelor's Degree in an associated field from an institution accredited by a recognized accrediting agency.
  • Two years' experience in Geographic Information Systems (GIS), computer aided drafting and design software, cartography, and technical drafting applications.
  • Three years' experience with data analysis and relational databases through use of Microsoft access application.
  • Experience in the maintenance of a water and/or wastewater utility.
  • Experience with symbols and terminology in civil engineering drawings associated with a utility.

  • Skill in utilizing a personal computer and associated software programs such as word processing, spreadsheets, database, presentation, report writers, and financial software.
  • Ability to establish and maintain effective working relationships with management, internal clients, contractors, and vendors.
  • Ability to communicate effectively, verbally and in writing.

PHYSICAL DEMANDS AND WORKING CONDITIONS
Working conditions are in an office environment and performs occasional field visits. Field environment conditions include working in inclement weather, with exposure to wastewater, mechanical, electrical, chemical and confined spaced hazards, offensive fumes, excessive noise, heavy traffic, deep excavations, animals, snakes, and poisonous insects.

May also operate a company vehicle. May be required to work hours other than the regular schedule such as days, nights, weekends, holidays, on-call, and rotating shifts.
