The City of Portland Bureau of Environmental Services (BES) Operations & Maintenance Group (O&MG) A core aspect of the Bureau of Environmental Services’ work is in operating and maintaining the sewer piping network and treatment system to meet NPDES Permit compliance. Within the Operations and Maintenance Group Wastewater Pumping and Treatment Maintenance Division, this critical work includes installing, maintaining and repairing mechanical, electrical, automation, and instrumentation equipment at two large, complex wastewater treatment plants, 98 pump stations located throughout the City as well as the combined sewer overflow system.

Further, within the Maintenance Group, the Electrical & Instrumentation (E&I) Program is comprised of three work groups including the Electrical Shop (12 FTEs), the Instrumentation Shop (10 FTEs), the Automation Support Team (8 FTEs), one Maintenance Electrical Engineer Associate working alongside two Maintenance Planners. Currently, a Manager I administers the work of this entire program, including supervision of the Electrical Shop. Manager I is currently supported by two Supervisors supervising the Instrument Shop and the Automation Support Team.

The Electrical Supervisor II will supervise the Electrical Shop to reduce the span of control within the Electrical portion of the E&I program, improve support for electricians, address electrical license needs, and improve the electrical shop work culture.

The Electrical Supervisor II will manage and implement the program, functions, staff, and work of this complex and highly technical Electrical Maintenance work unit.

This includes:
  • planning, developing, and administering the Facility Electrical Master Permit Program; a Facility Industrial Control Panel Program meeting Oregon Revised Statutes (ORS), Oregon Administrative Rules (OAR), and National Electrical Code (NEC) rules and regulations; and Instrument Tech apprenticeship training support.
  • supervising the planning and developing of daily maintenance and project support tasks; supervising and inspecting the work of journey-level electricians involved in the design, installation, testing, calibration, modification, maintenance, repair, and servicing of industrial electrical equipment, devices, and control systems used in BES Facilities.
  • participating in the development and administration of the program budget; preparing and managing contracts with contractors and consultants performing work for the program; and closely coordinating with Operations, Engineering, and other Maintenance groups for the implementation of CIP and RR&M projects.

To Qualify

Applicants should specifically address and demonstrate in their cover letter and résumé how their education, training, and/or experience meet each of the following minimum qualifications:

Knowledge and experience working with the principles, methods, techniques, tools, and equipment used in the design, construction, installation, maintenance, and repair of electrical power distribution systems, up to 15KV, and equipment control systems for industrial processes common to a large wastewater collection and treatment system or similar industry. Knowledge of the principles and standards of employee supervision, including training, scheduling, and performance evaluation. Knowledge of fundamentals and methods of planning, organizing, and allocating work to subordinate staff.Ability to supervise a multicultural workforce, promote an equitable workplace environment, and apply equitable program practices to diverse and complex City services. Knowledge of the safety practices, safe work methods, and safety regulations pertaining to the work.Ability to analyze complex program, operational, and administrative issues, evaluate alternatives, and recommend and implement logical and effective courses of action.

  • A valid state driver’s license and an acceptable driving record at the time of hire.

  • Must possess a General Supervising Electrician License at the time of hire.
