Minimum Qualifications

  • Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to the installation and maintenance of process control systems, electronic security systems, network communications, or computer and peripheral equipment.
  • Experience may substitute for education up to four (4) years.

  • Valid State of Texas Class “C” Driver License.

POSITION OVERVIEW

Performs a variety of moderately complex engineering and technical tasks in support of the Supervisory Control & Data Acquisition Baggage Handling System ( SCADA - BHS ).
Supports 24/7 real-time BHS control system integrity and ensure the highest operational reliability and system availability.
Leads the daily maintenance of the system to accomplish the best performance communicates with dispatch, engineers and field crews performs troubleshooting, problem analysis and resolution as required.
Coordinates and analyzes the real-time control system user’s request; develops and implements enhancements or modifications requested in a timely manner.
Communicates system activity status to customers and management.
Perform application programming activities, including coding, testing, debugging, documentation and system modifications.
Configures and programs process control applications (Human Machine Interfaces), Programmable Logic Controllers, and remove Terminal Unit functions.
Updates, maintains, and documents security controls.
Enforces security policies and procedures by administering and monitoring data security profiles. Respond to after hour requests for remote support of the BHS .
Lead, train, and provide guidance and work oversight of others.

ASSESSMENT

A skills assessment will be required for this position.

DRIVING REQUIREMENT

This position must travel between various locations as part of the regular job duties and the individual will be required to drive a City vehicle. Position will also be required to drive on the AOA .

This position requires a State of Texas Class “C” Drivers License or the ability to acquire one by your hire date. External New Hires must meet the City of Austin’s Driver Record Evaluation ( DRE ) requisite . To be considered for a driving position, applicants cannot have more than three moving violations or a total of six Driver Record Evaluation points within a period of thirty-six (36) months. Job Offer is contingent on having a driving record that meets the City’s Driver Record Evaluation Standards.

Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

Provides semi-skilled technical support for 24/7 real-time control system integrity and ensures the highest operational reliability and system availability. Consults with senior-level technicians for corrective action solutions. Assists with the daily operation and maintenance of the Supervisory Control and Data Acquisition ( SCADA ) System. Assists senior-level technicians with the daily maintenance of the Airport BHS to accomplish the best system performance; communicates with dispatchers, engineers, and field crews; and troubleshoots, analyzes, and resolves problems as required. Assists with field inspections of the Airport BHS . Provides data reporting and updates on routine user service request activity. Administers and monitors data security profiles in accordance with security policies and procedures; reports observations to senior level technicians. Reviews technical and business documentation, including audit and training manuals. Updates, maintains, and documents security controls. Monitors stock and parts inventories and documentation for all systems; provides inventory management updates to senior level technicians. Assists with configuring and programming process control applications (Human Machine Interfaces), Programmable Logic Controllers ( PLC ), and Remote Terminal Unit ( RTU ) functions.

  • Knowledge of PLC ladder logic programming.

  • Ability to work with Unix (TRU64 Unix preferred) and Windows-based systems.
  • Ability to understand database design and application development.
  • Ability to perform systems testing of specification requirements.
  • Ability to understand and use standard application development design, report, and project management tools.
  • Ability to effectively participate in multiple projects or project capacities.
  • Ability to perform objective analyses and re-engineering of business processes to maximize quality service and cost-effectiveness.
  • Ability to work after-hours on-call support to meet the response requirements for restoring mission critical systems.
