Job Description

Job Summary

Under the direction of the Dean and a dotted line report to the Director of Operations, the Administrative Services Manager executes the daily administrative functions of the College of Health and Human Services. The ASM manages the daily fiscal management and personnel aspects of the college and oversees the basic administrative work of college staff and academic personnel. The ASM works closely with the Dean and the Director of Operations to advance the college financial and human resource procedural enterprises and holds primary responsibility for implementation. The ASM also provides support to the Director of Operations and is responsible for implementing newly designed procedures to advance the college fiscal and human resource management enterprises. The ASM will work closely with the Director of Operations in the development and implementation of formulae to inform budgetary resource and staffing allocations to support programmatic growth. The ASM exercises significant leadership in the implementation of administrative policies and procedures and completes high-complexity projects and reports as assigned by the Dean.

Key Responsibilities

  • Fiscal Oversight - Serves as the resource point-person for the Department Chairs and staff on day-to-day fiscal management and interpretation of fiscal policies and procedures.
  • Personnel Administration - Responsible for overseeing staff recruitment and executing the hiring/on-boarding processes. Responsible for executing staff annual performance evaluation processes. Provide assistance in tenure-track faculty recruitment processes; oversees the review all hiring paperwork in accordance with campus search protocol.
  • Policy, Procedure, and Training Support - Responsible for the implementation of all fiscal policies and procedures in CHHS. Responsible for the implementation of all HR/Personnel policies and procedures in CHHS. Assists the Director of College Operations in developing new policies and ensuring they meet University/system standards.
  • Customer Service Support - The ASM ensures the customer service support provided by CHHS administrative staff in the Dean's Office, the Finance and Personnel units, and the Departments is of high quality and that CHHS "customers" such as students, faculty, and other business units in the University.
  • Data Analysis & Reporting - Provide reports and advice to the CHHS Leadership Team on the allocations of resources in support of the college’s strategic plans with the continuance of the standards required for accreditation.


Knowledge Skills and Abilities

Microsoft suite, budgeting and financial analysis skill, advanced Excel knowledge required. Strong management abilities. Able to work well with team members and promote unity. Outstanding technical skills. Excellent communication skills with the public required. Strong English grammar, spelling, and punctuation skills. Knowledge of general office procedures and practices. Team player and self-starter. Excellent critical and strategic thinking skills. Ability to initiate actions and solve problems using sound judgment by gathering data, reasoning logically and drawing valid conclusions.

Ability to communicate with an ethnically and culturally diverse campus community. Ability to follow all university policies, procedures, and guidelines including but not limited to safety, civility, information security, and non-discrimination policies and procedures. Ability to contribute to a positive university experience for each and every student and assist in achieving the university's commitment to a "vision of excellence."

Education and Experience

Required:

• Minimum of seven (7) years of related experience in overseeing a large and complex business unit comprised of multiple disciplines with multiple funds, and experience including: managing multiple staff lines and overseeing complex personnel issues, preferably in a collective bargaining environment.

Related education may be substituted for experience.

Preferred:

• PeopleSoft experience preferred.

• Management in a governmental or public educational setting, university experience.

• Experience in procurement, travel, accounts payable, and accounts receivable policies and procedures required, in an educational setting.

• Enrollment management experience.

Physical Summary

  • Sedentary work - Involves mainly sitting. Walking and standing are minimal. Lifting is limited to lightweight objects. (10 pounds or less).

Compensation

CSU MPP Compensation Summary Range: The MPP Comp Summary Range for this position is $7,955 - $11,933 per month.

Salary placement is determined by the education, experience, and qualifications the candidate brings to the position, internal equity, and the hiring department’s fiscal resources.
