Summary

Position Summary:

This is a department head position that reports directly to the Borough Manager.  The director has primary responsibility for the operation and overall performance of the department including the planning, management, and administration of the department budget and the supervision of all department employees.

The position requires a solid understanding of the ongoing changes and legislative requirements impacting the water resources industry and the short-term and long-term impacts to Carlisle Borough. The incumbent must have a vision for environmentally sustainable practices that improve quality of life, protect ecosystems, and conserve natural resources.

The position also extends to furnishing professional engineering advice as the Assistant Borough Engineer. Work involves the application of a combination of administrative, supervisory, and technical knowledge to the efficient and economic development, construction, operation, and maintenance of a wide variety of municipal water resources projects.

Work is performed in accordance with the dictates of the engineering profession, as well as in accordance with Borough operating policies and procedures, with the employee expected to exercise considerable independence in developing work methods. The employee is expected to exercise professional and administrative judgment in initiating, planning, and organizing work. Work actions or policy matters are reviewed with the Borough Manager before implementation.

The Water Resources Director provides exceptional customer service and is expected to uphold the public interest and advance the vision set forth by the Borough and community.

Job Description

ESSENTIAL DUTIES & RESPONSIBILITIES: The essential functions may include the customary duties and responsibilities noted herein, however, the information below is not an exhaustive list of duties and instead serves as a representative sample of the expectations of the position.

Responsible for supporting and carrying out the Borough vision, mission, and strategic initiatives through the coordination, planning, and evaluation of Water Resources functions which include:

  • Water Treatment, Storage and Distribution Infrastructure
  • Wastewater Treatment, Collection, and Conveyance Infrastructure
  • Municipal Separate Stormwater System
  • Biosolids Management Facilities
  • Environmental Laboratory
  • The daily delivery of these services
  • Borough compliance with environmental regulations

Plans and manages water resources infrastructure improvement and rehabilitation projects; collaborates with engineering subject matter experts, consultants, Borough staff, contractors, and other stakeholders to achieve objectives.

Reviews water, wastewater, and stormwater infrastructure related to Land Development Plans and other designs submitted to the Borough by contractors; may perform some technical engineering design and engineering drafting and surveying work.

Responsible for the development and management of the department budget; oversees the budget activities and requests of divisions within the department; reviews expenditures data; reviews and approves purchases; develops technical specifications for the purchasing of major equipment/capital items by the Borough; reviews bids; recommends purchases.

Represents the Borough in dealing with other governmental jurisdictions, contractors, and the general public concerning water resources and engineering matters; responds to stakeholder questions and concerns while maintaining high customer service standards.

May oversee or collaborate with other departments for the following functions:

  • Parks and Grounds Maintenance
  • Building and Facilities Maintenance
  • Snow Removal
  • Transportation and other Emergency Responses

Prepares analyses and reports; makes presentations to the Borough Council, Borough Planning Commission, Water Authority, Sewer Authority, residents, and other stakeholders; attends meetings which are sometimes outside normal business hours.

 Manages, trains, motivates, evaluates, and disciplines staff.

 Provides technical assistance related to grant applications, grant management, and rate analyses to support Borough Water Resource infrastructure.

 Serves as Borough Engineer in the absence of the Borough Engineer.

 Performs related work as required.

Job Requirements

MINIMUM REQUIREMENTS AND QUALIFYING CRITERIA: An equivalent combination of credentials and experience to sufficiently perform the duties of the position may be considered:

  • Bachelor’s degree in Engineering - Civil, Environmental, Water Resources, Wastewater, Biological, or a closely related discipline.
  • Seven years of experience in project management or administration related to water/wastewater treatment/infrastructure.
  • Licensed as a Professional Engineer (PE).

 KNOWLEDGE/SKILLS/QUALITIES: The ideal candidate should possess the following:

  • Thorough knowledge of civil engineering principals, practices, and methods involved in water and wastewater treatment technology, plant design, water distribution, wastewater collection and conveyance, stormwater management, and operating methodologies and applicable federal, state and local law, codes and regulations governing public works functions and activities.
  • Knowledge of project management, procurement, and contract administration principles and practices.
  • Presents a positive image and attitude on a daily basis.
  • Ability to read and understand plans and technical specifications and prepare material, equipment, and services bid documents.
  • Leadership and management skills to efficiently organize, direct, and coordinate the activities of the various Water Resources operations.
  • Knowledge of municipal administration, management principles and practices.
  • Ability to organize, coordinate, and schedule employees and equipment to achieve the department’s short-term and long-term goals.
  • Ability to forecast future operations, maintenance, and capital improvement needs of the department and develop programs to respond to those needs.
  • Ability to communicate effectively verbally and in writing, prepare reports and make justifications on equipment and material needs.
  • Ability to deal courteously and respectfully with citizens and to carry out the responsibilities of the job with tact and diplomacy.
  • Ability to delegate, supervise, and manage a wide variety of projects at one time.
