It will also serve as the City’s centralized lead for implementing the R.E.A.C.T. Framework (Report, Economic Investment, Advocate, Community Budget, TriCity Partnership and LA County), coordinating interdepartmental and interjurisdictional efforts to address human trafficking along Long Beach Boulevard, citywide, and across the region.

This is a new position added in the FY 27 Budget and the City’s only position dedicated full time to addressing human trafficking. The position will work closely with City departments involved in this work, as well as community partners, service providers, and regional agencies, to coordinate efforts, strengthen partnerships, and make better use of data. The City Manager’s Office is responsible for the administration of all City government departments, except for elected offices and the semi-autonomous departments. This is a rewarding opportunity for a highly organized, self-motivated leader who can bring people together, build partnerships, and turn data into action in a fast-paced environment.

  • Lead the development and implementation of City initiatives, such as public awareness campaigns and community workshops, including managing consultants and contracts, scopes of work and deliverables
  • Identify gaps, overlaps, and barriers across City efforts, research promising practices from other jurisdictions, and recommend practical solutions to City leadership
  • Inventory and assess data collected by the City and its partners, and recommend improvements to data collection, sharing, and analysis
  • Develop performance measures, analyze trends, and track the progress and outcomes of City efforts
  • Prepare clear reports, memos, City Council items, and presentations for City leadership, the City Council, and the public
  • Ensure the perspectives of survivors and people with lived experience inform City strategy, using a trauma-informed, survivor-centered approach
  • Build and sustain partnerships and coalitions with nonprofits, survivor-serving organizations, community groups, businesses, schools, and faith-based organizations
  • Coordinate with neighboring cities, Los Angeles County, regional and local human trafficking task forces, and State and Federal partners on shared strategies
  • In coordination with the Office of Government Affairs (OGA), track State and Federal legislation and funding opportunities related to human trafficking and help develop recommended City positions
  • Identify grant opportunities and assist with grant applications, administration, and reporting
  • Manage the program budget, track expenditures, resources, and funding sources, and ensure funds are used effectively and in compliance with City requirements
  • Represent the City at community meetings, task forces, and public events

IDEAL CANDIDATE

The ideal candidate is a skilled organizer, facilitator, and leader with the people savvy to bring departments and partners together around shared goals and keep complex work moving forward. They understand that partner departments carry full workloads and know how to support them by researching, drafting, and taking on the execution of shared efforts where appropriate. They will bring a track record of moving multi-agency or multidisciplinary initiatives from plan to results, along with the relationship-building skills to earn the trust of City departments, elected officials, nonprofits, survivors, and community members alike.

As this is a new position, the ideal candidate will be energized by building a program from the ground up. They are highly organized, self-directed, and proactive. They set priorities, track their own progress, keep leadership informed, and push work forward without being prompted. They should have a strong analytical mind, with the ability to work with data from multiple sources, identify what to measure, and translate analysis into clear recommendations.

Candidates with three or more years of experience working on human trafficking are strongly preferred, including experience with sex trafficking, labor trafficking, child exploitation, or domestic servitude through direct practice, policy, advocacy, or program development. Knowledge of related public safety, public health, or social service systems is highly desirable, as is a trauma-informed, survivor-centered approach.

Equally important is an understanding of local government’s role, processes, and constraints, and the ability to advance meaningful progress within them.
