Job SummaryThe purpose of this position is to perform inspection work in the enforcement of the City Code in areas of minimum housing, public nuisance, abandoned/nuisance/junk vehicle abatement, as well as assist in the supervision of Code Enforcement Division operations. Reporting to the Code Enforcement Supervisor, this position functions as a lead worker performing the same work as Code Enforcement Officers and includes overseeing work quality, training, instructing, and scheduling work of Code Enforcement Officers. Requiring extensive public contact, the position works with neighborhood associations and other agencies to implement neighborhood improvement strategies, serves as an advocate to assigned district(s), and takes a proactive approach to positively impact the quality of neighborhoods.

Examples of Duties
Minimum Housing and Nuisance Abatement Enforcement
- Conducts routine inspections and investigates complaints to ensure code compliance with ordinances for overgrown vegetation, parking on unimproved surfaces, abandoned and junked vehicles, and other public nuisances.
- Investigates substandard or dilapidated residential properties or dwellings for compliance with applicable state and local codes and ordinances.
- Performs follow-up inspections of dwellings/structures that are undergoing repair to ensure compliance with minimum housing standards.
- Coordinates with the property owner to discuss a plan of action to address inspection results; ensures rehabilitation or demolition is carried out if necessary.
- Provides enforcement of temporary sign removal and parking on unimproved surface violations.
- Testifies in court proceedings regarding violations as needed.
Administrative Code Enforcement Duties
- Performs extensive property ownership searches.
- Assists with preparations of code enforcement monthly activity reports.
- Writes violation reports on structures and properties inspected. Documents efforts to bring property owners into compliance with ordinances, codes, laws, and regulations.
- Prepares a variety of letters, records, and files.
- Maintains accurate case files.
- Compiles information for properties presented to City Council for demolition.
- Work Cooperatively with City officials, other employees, and the general public.
- Work safely without presenting a direct threat to self or others.
- Meet the mental and physical demands of the job.
- Assigns work to Code Enforcement Officers and provides guidance to Code Enforcement Officers within their assigned districts to ensure pro-active enforcement efforts.
- Serves as the first point of contact for and assists Code Enforcement Officers with customer service or technical issues as needed.
- Serves as liaison between Code Enforcement Supervisor and Code Enforcement Officers, conveying information as needed.
- Trains new Code Enforcement Officers.
- Assists Code Enforcement Supervisor with other supervisory-related duties as assigned.
- Support the relationship between the City of Greenville and the general public by demonstrating and advocating courteous and cooperative behavior when interacting with visitors, the public, City staff, and other agencies.
- Attends neighborhood association meetings and makes presentations as needed.
- Explains applicable ordinances to citizens, property owners, tenants and other necessary parties.
- Assist with preparation of pamphlets, door hangers, placards, and other communications.
Minimum Qualifications
Required Education and Experience:
- High school diploma or GED, supplemented by technical courses or college course work in building construction technology, planning, public administration, paralegal studies, or a related field; and
- minimum of three or more years of progressive responsibility in code enforcement or related field; experience in inspecting, interpreting, and enforcing code ordinances, investigating code violations, conducting extensive title searches, or related experience.

Knowledge of:

Special Requirements
- Must possess and maintain a valid, current North Carolina driver's license that is not revoked, suspended, or subject to limited restoration or conditional operation privileges;
- Must have and maintain an acceptable driving record;
- May require occasional weekend and evening work.
- Work in a variety of weather conditions with exposure to the outdoor elements.
