Job Summary
Under the direction of the Director of Information Technology, the Information Systems Manager oversees the City's enterprise information systems including GIS, business systems, and IT systems analysis functions. This position provides strategic leadership and technical oversight for application management, data governance, system integrations, and process improvement across the organization. The role includes direct supervision of GIS and IT Systems Analysts to support City-wide operations and ensure reliable, secure, and efficient system performance.
The Information Systems Manager requires extensive knowledge of enterprise information systems (such as ERP, Work Order Management, and Asset Management platforms), ESRI products, and enterprise GIS architecture. The position requires the ability to develop and lead a high-performing Information Systems team, operate with minimal supervision, exercise sound independent judgment, and take initiative to advance organizational goals.
This role serves as the City's enterprise GIS program leader, providing both hands-on technical expertise and strategic oversight for all Geographic Information System operations. The position is responsible for the design, implementation, and management of GIS projects, systems, databases, and staff to support City-wide operations and advance the organization's geospatial capabilities.
While the City maintains an established GIS program and a broad portfolio of systems, the Information Systems Manager will play a key role in their continued advancement - expanding capabilities, deploying new tools and applications, strengthening integrations, and guiding the program's roadmap as organizational needs and technologies evolve.
Roles & Responsibilities
Strategic Leadership & Program Management
- Develops and maintains the City's Information Systems strategic plan, including long-range goals, project priorities, budgets, and implementation timelines aligned with organizational objectives.
- Provides leadership, expertise, and support for enterprise systems including GIS, ERP, permitting/land management, public safety systems, asset management, and other line-of-business applications.
- Oversees system integration initiatives to improve interoperability and data flow across organizational systems.
- Leads planning, design, implementation, and support of enterprise application environments including GIS, analytics platforms, and enterprise data systems.
- Leads the strategic planning, design, implementation, and oversight of ArcGIS Enterprise, including system architecture, data migration, stakeholder coordination, user training, and performance monitoring.
- Manages vendor relationships, contracts, and licensing for enterprise system platforms and applications.
- Prepares and manages budgets for Information Systems operations; conducts cost analyses, monitors expenditures, and allocates resources to support strategic initiatives and staff development.
Technical Operations & Application Development
- Oversees development, configuration, and maintenance of enterprise applications including GIS, business systems, and internal tools.
- Ensures data governance, data quality standards, and system configuration practices are followed across all supported platforms.
- Coordinates system upgrades, enhancements, security updates, and integrations in collaboration with IT Infrastructure and department stakeholders.
- Supports automation and scripting efforts (Python, SQL, APIs) to improve operational efficiency and streamline business processes.
- Manages the reliability, performance, and expansion of GIS systems and applications across all City departments.
- Leads the administration and configuration of ArcGIS Online (AGOL), ArcGIS Enterprise (Portal), ArcGIS Pro, and related ESRI extensions.
- Designs and oversees the development of web mapping applications using ArcGIS Experience Builder, Dashboards, StoryMaps, and related tools. (Experience Builder proficiency strongly preferred.)
- Administers and maintains the citywide GIS database infrastructure, including geodatabase design, data schemas, feature classes, layers, and attributes, ensuring data integrity and accuracy.
- Develops and enforces standards and protocols for data integrity, including validation techniques, error correction, and regular database updates to ensure accuracy, consistency, and accountability.
- Automates workflows and develops scripts and queries using Python, SQL, ArcGIS Arcade, and ModelBuilder to increase GIS program efficiency.
- Assigns and maintains 911 addresses and road names; reviews proposed road names and addresses to ensure compliance with the Road Naming and Addressing Ordinance; ensures MSAG, SDE, CAD, base map, and all applicable systems and databases are updated with accurate information.
- Maintains and oversees citywide GIS databases, GIS servers, and other related electronic systems; analyzes, troubleshoots, and resolves GIS application problems; coordinates with internal and external technical resources to resolve end user issues.
- Ensures all GIS-related hardware, software, and mobile devices are updated and current on licensing; works with the IT Department to plan installations, upgrades, and enhancements to GIS systems.
Staff Supervision & Development
- Supervises, directs, assigns, reviews, trains, and evaluates duties performed by GIS Analyst(s)/Technician(s) and IT Systems/Business Analyst(s); interviews job applicants.
- Provides training, mentoring, and knowledge transfer to staff and City personnel on the use of applications, software, and data management best practices.
- Conducts performance evaluations and manages personnel issues in accordance with established City organizational and departmental guidelines, policies, and directives.
- Maintains proficiency in industry standards, emerging technologies, and best practices; coordinates professional development across the team.
Departmental Coordination & Customer Service
- Works closely with end users and department directors across all City departments to identify system requirements, business processes, technical issues, and training needs.
- Coordinates GIS activities among all City departments and between the City and outside organizations, agencies, service providers, and other stakeholders; multiple agency coordination is required among Public Safety entities.
- Provides technical explanations and training to staff and stakeholders with varying levels of technical/GIS knowledge, including presentations at City Council, board, and commission meetings as needed.
- Develops and conducts end-user application training; develops training materials and documentation; responds to and resolves user inquiries and open records requests related to GIS data.
- Studies requests for new applications, programs, and modifications to existing GIS programs; analyzes and documents user work processes and system functionality requirements; presents proposals for new approaches to meet user needs.

Knowledge, Skills, and Abilities
Knowledge of:
- Enterprise information systems, GIS technologies, system integrations, and data governance.
- Database management, SQL Server, enterprise GIS architecture, and system configuration principles.
- ESRI product suite including ArcGIS Enterprise, ArcGIS Portal, ArcGIS Online, ArcGIS Pro, and related extensions.
- ArcGIS Experience Builder, Web App Builder, ArcGIS Dashboards, and StoryMaps.
- Scripting and automation tools including Python, SQL scripting, ArcGIS Arcade, and ModelBuilder.
- Line-of-business application integrations including Tyler Technologies, CityWorks, and related platforms.
- Short- and long-term GIS planning methodologies, project management, and budgeting principles.
- City policies, procedures, operations, services, and activities.
- Federal, State, and local laws, codes, and regulations pertaining to GIS operations.
Ability to:
- Effectively supervise staff and manage multiple concurrent projects, priorities, and deadlines in a fast-paced environment.
- Design, implement, and administer complex enterprise system architectures.
- Read and interpret engineering plans, plats, subdivision documents, and legal metes and bounds descriptions.
- Communicate technical information clearly to both technical and non-technical audiences, orally and in writing.
- Establish and maintain effective working relationships with City staff, elected officials, contractors, vendors, consultants, and the general public.
- Analyze situations and adopt a quick, effective, and reasonable course of action.
- Work independently with minimal supervision and exercise sound independent judgment.
- Regular, reliable, and punctual levels of attendance are essential job functions and expectations of this position.
Physical Requirements
- Ability to walk and stand for extended periods in the management and field verification of projects.
- Ability to bend, stoop, squat, kneel, twist, and crouch; ability to balance objects, lift, carry, push, and pull equipment or materials weighing up to 60 lbs.
- Ability to operate foot controls on vehicles; ability to sit for extended periods of time.
- Ability to speak clearly by telephone, two-way radio, and in face-to-face situations.
- Continuous use of vision and fine dexterity for computer screen work; frequent hearing for telephone and co-worker communication.
Environmental Conditions
- Majority of work is performed indoors in an office setting; may be subject to mechanical and electrical hazards when working on computer equipment.
- Work performed outdoors may be subject to adverse weather conditions including extreme heat, cold, wetness, and humidity, as well as mechanical hazards and bodily injury risk.
- Work may be subject to time pressures, emergency situations, frequent changes to tasks, and simultaneous multi-tasking requirements.
Minimum Qualifications
- Bachelor's Degree in Information Systems, Geographic Information Systems, Geography, Computer Science, Data Analytics, STEM, or a closely related field is required. An equivalent combination of education and experience sufficient to successfully perform the essential functions of the position may be considered.
- Five (5) years of progressively responsible experience in information systems or GIS operations, including enterprise geodatabase management, web GIS application development, and use of ArcGIS products, SQL, and Python.
- Three (3) years of supervisory or lead experience preferred.
- Relevant certifications (e.g., PMP, ITIL, GISP - Geographic Information Systems Professional) preferred.
- Must possess a valid Texas Class C Driver's License with an acceptable driving record.
- Must pass all post-offer pre-employment processes including, but not limited to, drug screen, physical examination, and applicable background checks.
