THE JOB
The IT Analyst role has the exciting challenge of examining the City’s systems and IT processes and using their judgment to make suggestions for system-wide improvements or changes. They will take on a variety of projects and duties spanning IT helpdesk support, network and server administration, cybersecurity, public safety systems, and database administration, software development, and GIS. This role also provides exemplary customer support to users while managing regularly incoming projects that are often urgent in nature. The IT Analysts will work with a variety of stakeholders, including City employees and leadership, and vendor representatives. The IT Analysts are on-call on a rotating basis, requiring them to occasionally provide AV support for public meetings, work evenings, and provide 24/7 support.

THE IDEAL CANDIDATE
The ideal candidate will be well versed in data protection and cybersecurity. They will be concise communicators, often explaining highly technical concepts to employees outside of the IT Department, as well as highly customer service focused. Being able to work well with others and collectively contribute to the betterment of the City’s systems and technological capabilities is paramount to this role. The selected candidates will bring advanced knowledge of programming and scripting systems, Microsoft Windows Server systems, Microsoft 365 administration, and operating system and database software. They will be eager to solve complex IT problems while maintaining a calm demeanor and positive attitude.

Examples of Duties

Duties may include, but are not limited to, the following:

  • Assists with analyzing the growth needs of the City’s application server resources, to ensure the acquisition and timely implementation of required resources.
  • Maintains expertise in City standard application server hardware, operating systems and software products.
  • Participates in application server hardware and software acquisitions, installation and maintenance.
  • Provides technical support for operating system, application, emulation and database software.
  • Provides systems administration, basic database administration and technical support for the City’s systems.
  • Provides the security function, system backups and data recovery processes.
  • Ensures that the resolution of client assistance and service requests are achieved within previously approved performance measures and client directed service levels.
  • Participates on project teams to ensure successful implementation of new systems or upgrades to existing systems.
  • Manages and prioritizes the IT helpdesk queue, troubleshooting and resolving hardware, software, and network issues for City staff.
  • Administers and maintains City network infrastructure, including switches, firewalls, and wireless systems, to ensure reliable and secure connectivity.
  • Monitors security systems and event logs, responds to security incidents, and supports public safety systems used by the Police and Fire Departments.
  • Develops, maintains, and supports custom scripts, automation, and minor application and web development projects for City departments
  • Assists the Information Technology Manager with hardware and software vendors for the proper acquisition, installation, operation and maintenance of City application server resources.
  • Establishes and evaluates backup strategy based on application requirements.
  • Performs other related duties as assigned.


Typical Qualifications

Education and Experience:
  • Graduation from an accredited college or university with a Bachelor’s degree in Computer Science, Information Systems Management or a closely related field.
    • A college degree in an unrelated field will require an additional year of experience as listed below.
  • Four (4) years of increasingly responsible experience in the operation and administration of application server resources.

Note:
    • Up to two (2) years of additional experience may substitute on a year-for-year basis for the college/university educational requirement.
    • For example: An Associate degree in a related field AND six (6) years of increasingly responsible experience.

License/s:
  • Valid California Driver’s License and satisfactory driving record

Desirable Experience:
  • HP, Lenovo, or Dell Server Hardware installation and maintenance
  • An active Microsoft Certified: Azure Associate-level or Microsoft 365 Associate-level certification or equivalent (e.g., Administrator, Solutions Architect, Security Engineer, DevOps Engineer, or Data Engineer)

Special Working Conditions

Hours may include weekends and holidays. Incumbents must be able to travel to various locations within and outside of the City of Milpitas to fulfill job responsibilities. When driving on City business, maintenance of a valid California driver’s license and satisfactory driving record is required.

Selection Process
The selection process will consist of an evaluation of the applicant's training and experience based on the application and responses to the Supplemental Questionnaire. Only the candidates whose backgrounds best match the position will be invited to proceed in the selection process. Additional phases of the selection process will consist of one or more interviews.

RETIREMENT
Membership in CalPERS (2% at 60 or 2% at 62 with three year average salary). City of Milpitas employees do not participate in Social Security, but do contribute to Medicare.

MEDICAL INSURANCE
Choice of CalPERS Medical Plans. City pays coverage up to the Kaiser rate. Employees who waive health coverage are eligible to receive $125 per month in lieu of medical plan coverage with proof of other coverage.

RETIREE MEDICAL
Employees are eligible upon CalPERS retirement from the City to receive up to 100% retiree medical coverage (currently based on the Kaiser health rate), based on years of service.

DENTAL & VISION
City provides full family coverage for Delta Dental and EyeMed or VSP Vision at no cost to the employee.

LIFE INSURANCE
City provides $50,000 term policy. Supplemental employee-paid life insurance is available up to $500,000, based on carrier acceptance.

DISABILITY INSURANCE
City provides a Short-Term Disability plan similar to State Disability Insurance (SDI) coverage. Employees do not participate in SDI. Long-Term Disability coverage of 60% of base salary up to $1,500 per month is available after a 60-day waiting period. Additional buy-up options for LTD are available up to $6,000 per month.

DEFERRED COMPENSATION
City contributes $75 per month on the employee's behalf.

VACATION
Hourly employees earn 11-31 days of vacation and Exempt employees earn 16-36 days of vacation based on years of service.

HOLIDAYS
Employees receive 12 paid holidays and one (1) floating holiday per year.

SICK LEAVE
Employees earn 12 days annually.

TUITION REIMBURSEMENT
Employees are eligible to receive up to $2,000 per fiscal year in tuition reimbursement.
