    Investigator, Internal Affairs and Discipline (IAD)

    The Office of Internal Affairs & Discipline (IAD) manages investigations of non-criminal allegations of employee misconduct; identifies, investigates, and disciplines low performing employees and those who engage in misconduct; conducts background investigations on newly -hired and prospective Department employees; provides mandatory integrity training to new employees; and conducts routine quality assurance checks of inspectors in the field. Additionally, the unit works closely with the Department of Investigation (DOI) to help maintain the integrity of the Department. Under supervision, with latitude for independent action and decision, the Investigator, Internal Affairs & Discipline (IAD) is responsible for:

    • Managing caseload of investigations involving complaints of employee misconduct and underperformance.
    • Conducting fact-finding interviews of subjects and witnesses.
    • Conducting fieldwork, which may include surveillance, quality-assurance checks, and various undercover operations.
    • Researching public records, gathering and review documentary evidence.
    • Reviewing voluminous records and complex fact patterns.
    • Utilizing various database and web based programs to verify and gather information.
    • Extensive writing, including substantial narrative reports.
    • Analyzing and interpreting rules, regulations, codes and policies.
    • Testifying at administrative hearings and criminal trials.
    • Conducting background investigations of employees, contractors and registrants.
    • Conducting Training Compliance field audits, verify compliance with training regulations and standards pursuant to Local Law 196.
    • Working on special projects and tasks, including as assigned by the Director of IAD.
    • Must be willing to work flexible hours.

    Minimum qualification requirements:

    • A four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience in one or more of the fields of criminal justice administration and planning, forensic science, human resources, labor relations, auditing, building inspection, or legal affairs; or
    • A baccalaureate degree from an accredited college; or
    • Education and/or experience equivalent to "1" or "2" above.

    Preferred skills:

    • Excellent report writing skills.
    • Possess a working knowledge of the Department's rules, regulations, codes, systems, organization, and polices.
    • Demonstrates working knowledge of the Internal Affairs and Discipline investigative methodologies, procedures, and mission.
    • Must be willing to work flexible hours.
    • Strong computer skills - Microsoft Word, Excel and Windows.
    • Valid New York State Department of Motor Vehicles Driver's License maintained for the duration of employment.
    • Preference given to NYS Peace Officer and NYPD Special Patrolman status.

    Residency Requirement:

    New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
