    4-H COMMUNITY COORINATOR

    The Tulare County Cooperative Extension is recruiting for the position of 4-H Community Coordinator. Are you interested in working with the Tulare County 4-H Yourth Development Program? This program is part of the California 4-H Youth Development Program which supports our youth in developing leadership, confidence, and practical skills through agriculture, STEM, healthy living, civic engagement and much more.

    The Cooperative Extension is a community of more than 100 public universities across the nation that provides experiences where young people learn by doing. Young people of all beliefs and backgrounds are welcome to participate. They can participate in 4-H through community clubs, in-school and after-school programs and military partnership programs where they are given a voice to express who they are and how they can make their lives and communities better. The 4-H Vision is a world in which youth and adults learn, grow and work together as catalysts for positive change.     This recruitment will establish an employment list to fill current and any future vacancies within the Cooperative Extension for this position. The anticipated life of the employment list is six months. If interested in employment for this position or future vacancies, please submit an online application for consideration. Current vacancy is with the Tulare County Cooperative Extension located in Tulare.

    This position is responsible to coordinate and monitor the daily activities of the 4-H Club Programs and Youth Development activities in Tulare County and be responsible for fiscal oversight and monitoring compliance of 4-H Club enrollments; process facility use agreements; monitor compliance of 4-H policies and procedures; provide ongoing training and technical assistance to volunteers; and conduct evaluation to measure program effectiveness.

    Work Schedule: Monday - Friday, 8am - 5 pm with occasionally some weekends and evening hours.

    NOTE: This position is eligible for a 4% cost of living increase effective 06/28/2026.


    Typical Duties

    Oversee and manage club program activities and ensure compliance with best practices of positive youth development, policy and procedures.

    Monitor program with compliance with policies and procedures.

    Work with volunteers and serve as their direct liaison.

    Build knowledge of youth development, youth leadership, and development of life skills.

    Minimum Qualifications

    Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

    Education:
    • Graduation from an accredited college or university with a bachelor's degree.

    Experience:
    • One (1) year of progressively responsible professional experience managing volunteers, youth development, or a community service program.

    Knowledge of:

    • Microsoft Office (Word, Excel, Publisher, PowerPoint)
    • 4-H club program and/or similar youth informal educational programs
    • Electronic information dissemination methods (e.g., website, Facebook, blog, twitter, etc.)


    Skill/Ability to:
    • Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers.
    • Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment.
    • Read technical and legal information from policy and procedure manuals.
    • Manage, train and supervise volunteers
    • Creating brochures, fliers and other recruitment material
    • Prepare a variety of reports and correspondence.

    License or Certificate:
    • Possession of, or ability to obtain, an appropriate, valid California driver's license.

    Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision, life and long-term disability). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

    Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave : 12 set days and 1 personal holiday.

    Vacation Accrual :
    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours.

    FLSA exempt employees accrue an additional 5 days of vacation per year.

    Sick Leave Accrual : 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.

    Career Incentive Pay

    Employees who have completed five (5) or more Years of Service with Tulare County and meet the eligibility criteria described in Administrative Regulation – 52, earn additional pay according to the schedule below. Excludes Fire Battalion Chiefs.

    Group Term Life Insurance and AD&D: $30,000; Provided by Standard Insurance Company.

    Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.

    Employees are covered by State Disability Insurance. The premium is paid by the employee.

    Deferred Compensation : A voluntary deferred compensation plan is available.
