    THE DEPARTMENT

    The City of Menifee Police Department is a full-service law enforcement agency committed to protecting and serving the residents of Menifee with professionalism, integrity, and transparency. Established to meet the needs of a rapidly growing community, the department provides a wide range of services including patrol, traffic enforcement, criminal investigations, and community outreach programs. Guided by a strong sense of stewardship and a commitment to accountability, professionalism, respect, and consistency. By fostering open communication and building strong partnerships with our residents, we work to strengthen community trust and support proactive, community-focused policing. Under the leadership of Chief David Gutierrrez, the Menifee Police Department strives to create a safe and connected community where people feel supported and secure.

    THE OPPORTUNITY
    The Police Cadet position is a part-time, at-will role that supports full-time officers by handling a wide range of non-enforcement tasks such as assisting the public at the front counter, maintaining records, processing reports and mail, gathering crime-trend data, performing fingerprinting, helping with evidence logging, and supporting traffic and parking operations. It offers hands-on exposure to police work while requiring flexibility in scheduling, including potential evening, weekend, and holiday shifts.

    Note: This is an at-will, part-time position without benefits. Work hours for part-time positions are scheduled and staffed based on operational need and typically do not exceed 1,000 hours in a fiscal year from July 1 through June 30, unless further authorized. Incumbents may be required to work a flexible schedule, including some evenings, holidays, weekends, and split-shifts.

    The Police Cadet will be responsible for, but not limited to, the following:
    • Performs clerical duties including processing reports, filing, data entry, photocopying, and ordering supplies.
    • Conducts fingerprinting for citizens and prospective City employees.
    • Compiles crime data by collecting statistics and researching crime trends for officers and the public.
    • Assists with evidence handling by preserving, logging, and tracking evidence and personal property.
    • Supports traffic operations through parking enforcement, directing traffic, processing accident information, and assisting with vehicle impounds.
    • Maintains accurate records by verifying information, resolving discrepancies, and ensuring documentation accuracy.
    • Reviews forms and reports for completeness and compliance with policies and procedures.
    • Prepares documents by copying, collating, distributing, and filing departmental materials.
    • Assists the public by screening calls, visitors, and mail, providing information, and directing individuals to appropriate staff.
    • Produces written materials such as reports, letters, and memoranda through composing, typing, formatting, and proofreading.
    • Processes mail by receiving, sorting, time-stamping, distributing incoming mail, and preparing outgoing mail.
    • Updates record systems by entering and retrieving information in departmental databases, logs, and inventory files.
    • Supports activities and events by assisting with organizing and coordinating departmental functions.
    • Performs additional duties that do not require police officer powers.


    MINIMUM AND DESIRABLE QUALIFICATIONS

    EDUCATION AND EXPERIENCE

    Minimum Qualifications
    • Possession of a high school diploma or equivalent.
    • Enrollment in an accredited college or university until an associate’s degree (AA) is earned.
    • Cadets must provide proof of enrollment each semester or quarter to the Support Services Manager or Human Resources to verify continued compliance with this requirement.

    Program Requirement Management
    • Once a Cadet earns an AA degree, they are no longer required to maintain active enrollment but must submit documentation verifying degree completion.

    SPECIAL REQUIREMENTS
    Ability to pass a Police background investigation.

    AGE REQUIREMENT
    Minimum age of 18 years required. Incumbent Police Cadets will end employment with the agency upon reaching their 23rd birthday.

    LICENSES AND CERTIFICATIONS
    A valid California, Class C driver's license and a reasonable driving record is required as a condition of employment and continued employment.

    RECRUITMENT PROCESS
    Human Resources (HR) reviews all application materials to determine whether candidates meet the established minimum and preferred qualifications. Those who qualify will be advanced to the next stage of the recruitment process. All applicants will receive email notifications regarding their status.

    Application Screening (Refer/Non-Refer)Applications and supplemental materials will be reviewed to identify candidates whose qualifications best align with the essential requirements of the position. Only those applicants who meet the criteria outlined in the job bulletin will advance to the next phase of the selection process.

    Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.

    Eligible List: Once the appraisal has been completed, HR will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.

    Background Investigation & Conditional Offer (Refer/Non-Refer)
    Candidates who advance will undergo a comprehensive background investigation, including criminal history, personal history, financial review, and a polygraph examination. Those who successfully complete this stage may receive a conditional offer of employment, contingent upon passing a psychological evaluation, medical examination, and drug screening.

    Physical Demands

    Must possess mobility to work in the field and in a standard office setting and use standard office equipment, including a computer, to operate a motor vehicle and drive on surface streets; vision to read printed materials, a computer screen, and examine evidence; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking on uneven terrain and landscapes when performing parking enforcement duties. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, or calculator. Employees in this classification bend, stoop, kneel, reach, and climb to perform work. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.

    Environmental Elements

    The employee typically works in both field and office conditions. The employee frequently works outdoors and is exposed to variable weather conditions as well as road traffic. The noise level can occasionally be loud, above 85 decibels, when performing field duties on public streets. Frequent driving is required for traffic control monitoring and to respond to accident or crime scene sites. When working indoors, the employee works in office conditions with a noise level that is quiet or moderately quiet, at or below 85 decibels.

    Employees who are hired in a temporary, at will, seasonal, part-time position do not receive benefits other than those mandated by state and federal law. These benefits include paid sick leave(PSL)as well asparticipation in Medicare, Worker's Compensation.

    Sick Leave
    All temporary, at will, seasonal, part-time employees will receive sick leave in accordance with the Healthy Workplace, Healthy Family Act of 2014 (AB 1522).

    History of Menifee Roads

    In the 1940's many of the Menifee roads that you see today were given a "family name." These names could be traced back to an early settler of Menifee who had owned a property in a specific location. The list of Menifee roads has a unique history and is a part of Menifee’s culture today.

    Early Inhabitants

    The area was originally inhabited by the Luiseno and Pechanga Indian tribes, and in the 1700s, the area fell under the rule of the Spanish empire. The area was eventually annexed into the United States from Mexico in 1850 under California's statehood.

    Farming activity beginning in the mid-1800s was concentrated in the Menifee area. Mining activity began in the early 1880s with the discovery of a significant quartz lode by miner Luther Menifee Wilson. Menifee derived its name from that mining operation.

    Early Development

    Early development of the City of Menifee began with Sun City in the early 1960s as the concept of an active retirement community that was envisioned by Del Webb, a major building contractor from Phoenix, Arizona. Sun City is centrally located within the City of Menifee with a mix of residential and commercial activity.

    The Menifee area began to grow further in 1989 with the master-planned community of Menifee Lakes and continues to be one of the fastest growing communities in California. Quail Valley is a semi-rural residential community in the northwestern section of the city, and Romoland is a residential and commercial community located in the northeastern section of the city.

    Schools

    Elementary and middle school education in the City of Menifeeare provided by the Menifee Union School District and the Romoland School District. High school education is provided by the Perris Union High School District. The City of Menifee is also home to Mt. San Jacinto College. The Menifee campus serves the TemeculaMurrieta, and Menifee area.

    Incorporation of the City

    On June 3, 2008, the residents of the communities encompassing the City of Menifee voted to incorporate Menifee into Riverside County's 26th city. The new City of Menifee was officially established on October 1, 2008.
