    Job Summary
    As a function of the Waupaca County Planning and Zoning Department this position has primary responsibility for all phases of administration, compliance monitoring, enforcement and education related to implementation of Waupaca County's Comprehensive Zoning, Sanitary, Floodplain and Shoreland Zoning Ordinance.
    This position works under the direct supervision of the Waupaca County Zoning Administrator.

    Essential Responsibilities
    Serves as a liaison to other county departments and state and federal agencies related to regulations under the purview of the Planning and Zoning Department.
    Review development plans and permit applications to determine ordinance jurisdiction and compliance and then issue permits as applicable.
    Provide education to applicants regarding water quality issues as well other land use issues that don't necessarily require permit approvals.
    Prepare, implement and facilitate enforcement of ordinance regulations. When necessary, prepare related records, and reports to assist the County Corporation Counsel in preparing enforcement actions
    PERIPHERAL RESPONSIBILITIES:

    Prepare and present reports and recommendations for the Planning and Zoning Committee and Board of Adjustment.
    Performs other duties as assigned.

    Qualifications
    EDUCATION: Bachelor's degree in planning and zoning, soil and water conservation, environmental planning, natural resource management, civil engineering, soil science or a field closely related to the duties of the position.
    EXPERIENCE:Two (2) years of responsible, professional work experience in planning and/or zoning, natural resource management or a field related to the duties of the position and at least some exposure to administration and enforcement of land use regulations.

    Knowledge, Skills & Abilities
    Substantial knowledge of the principles of planning, zoning and natural resource management.
    Substantial knowledge of federal, state, and local laws governing planning, zoning and natural resource management.
    Knowledge of compliance monitoring and law enforcement principles related to land use law administration.
    Ability to communicate effectively orally and in writing.
    Ability to establish and maintain effective working relationships.
    Ability to effectively meet and deal with the public.
    Ability to maintain appropriate confidentiality.
