    General definition of work

    Performs intermediate skilled technical work enforcing building, zoning, business license, minimum housing and various environmental codes, inspecting properties, preparing records and files, preparing reports, and related work as apparent or assigned. Work is performed under the general direction of the Code Enforcement Supervisor.

    Essential functions

    Receives and investigates citizen complaints regarding code and ordinance violations; interprets and explains State and local code requirements.

    Assesses, inspects and issues warnings citations for unsafe or unpermitted structures and sites where construction is not being carried out in compliance with regulations and established codes and ordinances.

    Assists all County departments with code violation abatement processes and procedures.

    Composes correspondence; prepares forms; prepares and maintains various spreadsheets; prepares and maintains files and records.

    Maintains current working knowledge of State and local codes and ordinances.

    Attends meetings with property owners, business owners, business operators and general public.

    Prepares and presents cases in Magistrate Court when citation has been issued on a County Code violation.

    Assists Events Services with opening/closing specified facilities and occasionally other support functions (often on evenings/weekends).

    Encourages and promotes a culture of excellent service.

    Knowledge, skills and abilities

    General knowledge of County Codes and Ordinances and knowledge of function and operations of Magistrate Court; general knowledge of zoning practices and principles; laws and ordinances; general knowledge of zoning and building inspection practices and regulations; some knowledge of GIS and permitting software; ability to detect poor workmanship, inferior materials and hazards of fire and collapse; ability to make public presentations; ability to communicate effectively, both orally and in writing; ability to enforce ordinances and regulations with firmness, tact and impartiality; ability to establish and maintain effective working relationships with associates, building owners, contractors and the general public; ability to adapt to changing situations and pursue resolution; ability to manage hostile situations associated with enforcement of applicable county codes.

    Education and experience

    High school diploma or GED and moderate experience in building inspections and code enforcement work, or equivalent combination of education and experience.

    Physical requirements

    This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work frequently standing, walking and using hands to finger, handle or feel and occasionally requires sitting, speaking or hearing, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling, lifting and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions and exposure to the risk of electrical shock and occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles and exposure to vibration; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).

    Special requirements

    Favorable background history as determined by review of local, State and Federal records.

    Valid driver's license in the State of Georgia with a favorable driving history (MVR).
